Description
*** 6/14/2010: Modify parts (iv)and (xv) with correct NAICS code. Change FROM 541330 Engineering Services TO 334220 Radio & TV Broadcasting. *** (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format of Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This Solicitation Number BBG50-10- 4669 is issued as a request for proposal (RFP), that will result in multiple Indefinite Delivery Indefinite Quantity (IDIQ) contract awards for broadcast technical services on a Task Order basis to one or more qualified contractor(s). (iii) This is a combined synopsis/solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-41 effective April 13, 2010. (iv) The Contracting Officer (CO) has determined that there are at least two qualified small businesses capable of performing the work. Therefore, pursuant to FAR 19.502-2(b), this procurement is set-aside exclusively for small businesses. The NAICS code for this procurement is 334220 and size standard is 750. (v) The Contractor shall provide the supplies and/or services described in each individual Task Order. Each Task Order will have its own unique SOW that will specify the work to be performed, the location or locations of the work, the schedule for completion of work, the deliverables, the acceptance criteria, and any special requirements. The Firm-Fixed-Price and Delivery Schedule for each Task Order will be negotiated and agreed to prior to commencement of work. (vi) The Scope of Work tasks consist of 8 different Task Areas, which are described in more detail in the attached Statement of Work dated June 10, 2010. The Government makes no guarantee as to the exact number of Task Orders or actual dollar amount of services that will, in fact, be requested during the term of the contract. The annual estimated maximum amount of services anticipated for all of the Task Orders that will be awarded under all of the contracts on this "Multiple Award" Schedule is approximately $4,000,000. (vii) The period of performance is one year with four (unpriced) Option years, which may be exercised by the Government. (viii) The provision at FAR Subpart 52.212-1 [Instructions to Offerors - Commercial Items] applies to this acquisition, with no addenda. (ix) The provision at FAR Subpart 52.212-2 [Evaluation of Commercial Items] is hereby incorporated by reference into this combined synopsis/solicitation. The Written Technical Proposals will be evaluated in three equally-weighted areas (a) Capability (e.g. personnel) (b) Approach and (c) Experience/ Past Performance as follows: (a) Capability: (e.g. personnel): Offerors shall describe their corporate capability to perform the work via resumes of key-personnel. (b) Approach: The Government will assess the technical merit of the Offeror's approach in order to determine if the Offeror has the ability to successfully perform the task areas specified in the SOW. The Offeror's Technical Proposal will be evaluated on how well it responds to the understanding of the task areas of the SOW. (c) Experience/Past Performance: The IBB will assess the relevancy of the Offeror's experience/past performance to determine the Offeror's ability to perform the work requirements of the SOW. Offerors shall submit evidence of their experience in performing work within the scope of the Task Areas specified in the Statement of Work. For each Task Area the Offeror wants to be considered for, Offerors shall submit examples of no fewer than two (2) of their most recent or ongoing contracts relating to the work specified in each Task Area. For each contract cited, Offerors shall summarize the technical characteristics of the supplies or services, provided duration, and the dollar volume of the effort. If applicable, Offerors shall provide information regarding predecessor companies, identify personnel who have relevant experience, and/or subcontractors that will perform major or critical aspects of the work cited. Offerors are therefore required to submit current and complete references (i.e, name, voice phone number, and e-mail) of prior customers who may be contacted to provide evidence of the Offeror's successful past performance. (x) Offerors shall submit a completed copy of the provision at FAR Subpart 52.212-3 [Offeror representations and certifications -- commercial items] with their proposal. This provision can be found at the following website: http://www.arnet.gov/far/; if requested by an Offeror, a copy of FAR subpart 52.212-3 can be obtained by contacting the contracting officer. (xi) FAR Clause 52.212-4 [Contract Terms and Conditions -- Commercial Items] applies to this acquisition. (xii) FAR Clause 52.212-5 [Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items] applies to this acquisition and incorporates the following clauses: FAR Clause 52.203-6 [Restrictions on Subcontractor Sales to the Government]; FAR Clause 52.219-6 [Notice of Total Small Business Set-Aside]; FAR Clause 52.222-3 [Convict Labor]; FAR Clause 52.222-19 [Child Labor - Cooperation with Authorities and Remedies]; FAR Clause 52.222-21 [Prohibition of Segregated Facilities]; FAR Clause 52.222-26 [Equal Opportunity]; FAR Clause 52.222-35 [Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans]; FAR Clause 52.222-36 [Affirmative Action for Workers with Disabilities]; FAR Clause 52.222-36 [Employment Reports on Special disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans]; FAR Clause 52.225-1 [Buy American Act - Supplies]; FAR Clause 52.225-13 [Restrictions on Certain Foreign Purchases]; FAR Clause 52.232-33 [Payment by Electronic Funds Transfer -- Central Contractor Registration]. (xiii) The Offeror shall note all task orders shall be priced on a firm-fixed price basis. The Contractor's proposed prices shall include wages, overhead, general and administrative expenses, and profit. (xiv) The Defense Priorities and Allocations System (DPAS) and assigned ratings are not applicable to this acquisition. (xv) Pursuant to FAR 19.502-2(b), this procurement is set-aside exclusively for small businesses. The NAICS code for this procurement is 334220 and size standard is 750. (xvi) Offerors shall an original and two copies of their proposal to the BBG. The Technical Proposal shall contain: (a) a Capability Profile, (b) the description of how they will satisfy the Scope of Work, (c) and past experience/performance information. Proposals are due by 2:00 p.m. local time on July 1, 2010 at the following address: Broadcasting Board of Governors (BBG), Office of Contracts (M/CON), Room 4306, Switzer Building, 330 "C" Street (SW), Washington, DC 20237, Attention: Ms. Rachel E. Johnson. Proposals may be submitted in hard copy format only (i.e., in person, U.S. Mail, or Federal Express or equivalent commercial courier service). Offerors should note that proposals submitted by e-mail or facsimile will not be considered.
