- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote (RFQ) # XUMU081209A1. Submit written offers - quote template provided upon request. Oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR) (www.ccr.gov). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-41 and DFARS Change Notice 20100519. This procurement is being issued as a 100% small business set aside under North American Industrial Classification Standard (NAICS) 541350 and Size Standard $7.0M. Project Number: XUMU081209A1 Project Title: Substation Surveys 1. Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. 2. The Government has been given the authority to advertise this requirement by HQ/AFSPC. 3. Quote shall conform to the CLIN structure as established in this synopsis/solicitation. A quote template is available upon request. 4. Quotes shall be valid until 30 September 2010. 5. Please see attached Performance Work Statement for detailed description of required duties. 6. All questions relating to this solicitation must be received by 12:00 noon PDT on 9 June 2010, in order to ensure adequate time to answer them. 7. All questions or comments must be provided to the Contract Specialist or Contracting Officer in writing; telephone and other means of oral communication will not be permitted. Company shall employ technicians trained to work on electromechanical relays and electronic relays associated with high voltage substation components 52.212-2 Evaluation-Commercial Items - The following factors shall be used to evaluate offers: Lowest Price Technically Acceptable ADDENDUM The proposal shall be evaluated based on technical capability, Price, Experience, and Best Value. Technical Capability: The primary evaluation method is technical capability. The contractor is required to demonstrate what types of inspections or tests will be used to identify the condition of substation transformers, breakers, switches, and associated relays, buses, and other infrastructure. Identify the composition of the proposed team of personnel that will work on this project. (Do not list names; outline the proposed team of electricians, technicians, engineers etc.) Provide an example of your company's checklist(s) which may be used in the field condition inspection/survey. Experience: The contractor will be evaluated on contractor experience in the following areas: Registered electrical engineer, high voltage electrician, Electricians in high voltage substations, technicians on electromechanical relays and electronic relays associated with high voltage substation components. Price: The contractor will be evaluated on overall price.
