- The Office of the Federal Detention Trustee (OFDT) in support of the United States Marshal Service (USMS) is conducting a Sources Sought for information purposes only. This is not a solicitation announcement. Currently no solicitation is available. This request for information does not commit the Government to pay for any cost incurred in preparation of any submission to this Sources Sought Notice. The purpose of this Sources Sought is to gain knowledge of potential qualified sources. Responses to this sources sought synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, and if the Government still plans to proceed with the acquisition, a solicitation announcement will be publicized in FedBizOps. All interested vendors will be required to respond to the solicitation announcement in addition to responding to this sources sought synopsis. It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis. The anticipated scope of services to be provided and their respective functional areas are detailed below: The purpose of this contract is to provide general infirmary inpatient and limited outpatient medical services within the confines of a detention facility as required by the USMS for federal prisoners, mandated to the custody of the USMS. The principal source of these prisoners is the District of South Carolina as well as the Eastern and Central portion of the United States but the prisoners may come from any USMS district. In order to ensure continuity of care, the Contractor shall also identify sources of external medical care by community medical care providers. The Contractor shall provide medical services 24-hours a day, 7-days a week and 365 days a year. During this time, the Contractor is solely responsible for the safety and well being of the federal prisoners. The following are examples of the types of services that may be required: • Medically necessary inpatient care (i.e., room, board, medical and ancillary services) • Inpatient Mental Health Services • Basic Dental Care • Emergency and urgent care • Medically necessary outpatient medical care to include ambulatory surgery (i.e., Ambulatory Surgical Center-ASC services) • Inpatient care in a skilled nursing facility or hospice • Radiological services • Dialysis • Laboratory services • Mobile medical units (i.e., radiology, etc.) • Locked (secure) inpatient infirmary or hospital wards • Physical/Occupational therapy • Chemotherapy • Transportation and qualified guard services for outpatient hospital stays, receiving and discharging of prisoners to responsible district Construction of a new facility is not a consideration for this request. Other interested parties having the required physical plant to meet the above requirement should submit a capabilities statement to include the following: (1) name and address of the firm; (2) Size of business; (3) Average annual revenue for the past three years; (4) Number of employees; (5) Ownership of firm; (6) Business size; (7) Number of years in business; (8) Affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor if potential sub, subcontractors, if potential prime; and (9) list of customers over the past five years (highlight relevant work performed, contract numbers, contract type, dollar value, of each procurement, point of contact with address and phone number). This synopsis is for information purposes only. It is not to be construed as a commitment by the Government nor will the Government pay for any information submitted. All responses shall be submitted to Robert Moffett no later than July 1st 2010.
