- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as applicable. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number 254-2010-Q-82541 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-40. This is a small business set-aside acquisition. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of $500 million. All responsible sources may submit a quotation which shall be considered by the agency. Telephone requests for the solicitation will not be honored and no offeror's list will be maintained. The Centers for Disease Control and Prevention (CDC), Procurement and Grants Office (PGO) Acquisition and Administration Field Branch V, NIOSH Pittsburgh intends to purchase 1- Tabletop Scanning Electron Microscope (SEM) detailed below. CDC anticipates the award of a firm fixed price contract, in accordance with FAR Part 12 - Acquisition of Commercial Items. FAR provision and addenda 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Notwithstanding Clause 52.212-1, Offerors are required to submit their quotes electronically (via e-mail) in MS Word or MS Excel files to James Ambrozic at eud7@cdc.gov. Subject line should read 254-2010-Q-82541/Quote FAR 52.212-4, Contract Terms and Conditions - Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this order. Offerors shall be registered with CCR Central Contractor Registration (CCR), in accordance with subparagraph (t) of Clause 52.212-4 of this solicitation, to be eligible for award. Magnification Range has to be at least 15X to 30,000X 2. Minimum Resolution: 30nm 3. Sample Chamber (Minimum): 180mm W x 230mm L x 70mm H; To allow a (Maximum) Sample Size: 150 mm (Diameter) x 35 mm (Height). 4. Sample Stage Travel: 80 mm (X) x 100 mm (Y). 5. Upgradable to Energy Dispersive Spectrometry (EDS). 6. Software upgradable to permit: Automatic Feature Analysis. FAR 52.212-2 Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government req (ii) price Technical capability will be considered to be a more important factor, when compared to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
