- This Procurement is a 100% Small Business Set-Aside. The National Institute on Drug Abuse (NIDA) is soliciting proposals from qualified Small Businesses (NAICS Code 541712) concerning the following: Having in-house capability to provide resources to provide support for clinical trials and to provide statistical services in support of Phase 1, Phase 2, and/or Phase 3 clinical trials coordinated by the Division of Pharmacotherapies and Medical Consequences of Drug Abuse (DPMC). This range of support activities encompass the following areas: 1. Providing biostatistical input into the study design, 2. Preparing the statistical analysis plan, 3. Conducting statistical analysis of study results, including interim data, 4. Preparing statistical reports for IND/NDA submission, 5. Designing and generating subject randomization schedules 6. Performing additional programming in order to conduct ad hoc data analyses, 7. Providing statistical consultation and presenting study results in meetings 8. Reviewing and approving Case Report Forms (CRF). A resident Ph.D. statistician is required. We anticipate the award of one cost reimbursement IDIQ (Task Order) contract for a base period of five years. RFP No. N01DA-11-8894 will be available electronically on or about July 22, 2010. All information required for the submission of a proposal is contained in or accessible through the RFP package. Responses are due to be received in the Contracting Office on or about September 7, 2010. NIDA will consider proposals submitted by any responsible offeror. This advertisement does not commit the Government to award a contract. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
