- The Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC), located at the Atlantic City International Airport, New Jersey, is conducting a market survey of all SMALL BUSINESSES interested in bidding on an Aviation Engineering and Research and Development Contract. The follow POTENTIAL contract particulars apply:NAICS Code: 541712 Engineering Research and DevelopmentSize Standard: 500 Employees Type of Contract: IndefiniteDelivery/Indefinite Quantity (IDIQ) Cost Plus Fixed Fee (CPFF), Level of Effort (LOE)Potential Duration: 60 months/5 year period of performance. Potential Effort Ceiling: 161,600 labor hours DESCRIPTION OF THE POTENTIAL EFFORT. The Federal Aviation Administration, Aircraft Fire Safety Team is responsible for conducting research, testing, and standards development for all aspects of aircraft safety. The in-house and contractual efforts generate technical data that are used to develop, support, or material related to the systems for fire detection, suppression, and control and for the flammability of aircraft materials. The Aircraft Fire Safety Team is comprised of two (2) major program activities. The website, http://www.fire.tc.faa.gov/index.html provides more specific information on the Aircraft Fire Safety Team's program responsibilities and technical activities. In accordance with the attached "draft" Statement of Work (SOW) Technical support and services are sought for the following: Full scale, intermediate scale, and lab scale fire testing of aircraft materials, systems and components.Researching and developing ultra fire resistant materials for aircraft use.Coordination and reporting of government/industry meetings and conferences on aircraft fire safety and research.Development and maintenance of aircraft fire related processes/databases.Maintenance and installation of Fire Safety Team Lab processes and networks. Any small business entities that meet the required size standard of NAICS code 541712 may submit a white paper/capabilities statement of no more than three (3) pages providing a brief description about your company, knowledge and technical expertise in accordance with the attached "draft" SOW providing past experience and accomplishments while working under Government technical support and engineering service contracts related to aviation research related activities, particularly in aircraft fire safety and research. Any/all interest SMALL BUSINESSES must submit their capabilities statement to the FAA, Contracting Officer, no later than Monday, June 21, 2010, 2:00 p.m. local time.
