- Blood and Blood Components *SPECIAL NOTICE* The Department of Veterans Affairs, VISN 10 Dayton Contract office intends make a sole source award to Community Blood Center of Dayton Ohio, for the purchase of a three (3) month of Blood and Blood Components Services bridge contract. The Statutory authority for this sole source purchase is Title 10 U.S.C. 253 (c) (2) as implemented in the FAR 6.302-2 (a)(2). The applicable NAICS Code is 621991 with a size standard of $10 million dollars. A Justification and Approval to procure using other than full and open competition is below and a VA Form 2268 is on file in the Contracting Office. Any interested parties, other than Community Blood Center are encouraged to contact the Contracting Officer at the e-mail address below no later than June 21, 2010 at 2:00 PM EST to inquire about other related upcoming procurement opportunities. All interested parties, must be registered in Central Contracting Registration (CCR) database. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION FAR 6.302-1, 41 U.S.C. 253 (c) (1) - ONLY ONE RESPONSIBLE SOURCE AND NO OTHER SUPPLIES OR SERVICES WILL SATISFY AGENCY REQUIREMENTS & 41 U.S.C. 253 (c) (2) - UNUSUAL AND COMPELLING URGENCY CONTRACTOR: COMMUNITY BLOOD CENTER 1. Agency and Contracting Activity Identification: Network 10, "Dayton VA Medical Center (DVAMC)" as requested by VA Ohio Healthcare System, will enter into a contract that requires justification for other than full and open competition. 2. Nature of Acquisition Being Approved: Contractor shall provide all necessary labor, management, supervision, technical skills, quality control, materials, tools, transportation, equipment to provide blood and blood components to the DVAMC. 3. Description of Requirement: VA Ohio Healthcare System is requesting sole source bridge contract with "Contractor" to provide Blood and Blood Components to the DVAMC. The estimated cost is $102,000 for three (3) months of services 4. Statutory Authority Permitting Other Than Full and Open Competition: The service being procured under the authority of 41 U.S.C. 253 (c) (1) & (2), FAR Part 6.302-1 (a) (2). 5. The Nature of the Acquisition Requires Use of the Authority Cited: This contract is being procured on a sole source basis due to "Contractor" being the only source from which DVAMC can procure blood and blood components. They are the only community blood center in Dayton. We need a bridge put into place until a one year contract can be securedCBC offers blood components both leukocyte reduced and non-leukocyte reduced components that are needed for patient care. Only 30% of blood centers continue to offer both products. 6. A Description of Efforts Made to Ensure That Offers From as Many Potential Sources As Practicable and Whether a Notice Will Be Publicized. This procurement will be synopsized as an intent to sole source. One-year blood contracts have previously been awarded to CBC as sole source contracts. They were also synopsized as intents to sole source and no interested parties were identified. Because the CBC will not offer pricing for more than one year, there is never an option to award a contract with option years. 7. Anticipated Cost: It is in the best interest of the government to use this contractor. CBC's red blood cell component fees are below market rates. The Price is in line with pricing provided to the vendor's other commercial customers, and is considered to be fair and reasonable. 8. Results of Market Survey: CBC turn-around time in providing blood and blood product is minimal. CBC is only 15 to 30 minutes away in the case of an "emergency" compared to other suppliers 1.5 to 2 hours away. The time it would take to procure blood from other providers who are not local would have a drastic impace on patient care and could be life threatening. It has also been determined that CBC offers blood components both leukocyte reduced and non-leukocyte reduced red blood cells that are needed for patient care at a reasonable rate. Only 30% of blood centers continue to offer both products. 9. Any Other Facts Supporting the Use of Other Than Full and Open Competition: None. 10. Any Other Interested Sources? There are no other sources that expressed in writing an interest in the acquisition. 11. A Statement of the Actions, if any, the Agency May Take To Remove of Overcome Any Barriers to Competition Before Any Subsequent Acquisition is required: Not Applicable - see item 6
