- This synopsis/solicitation is being posted to both theFederal Business Opportunities (FBO) page located athttp://www.fbo.gov and the Navy Electronic Commerce Online(NECO) site located at https://www.neco.navy.mil. While it isunderstood the FBO is the single point of entry for posting ofsynopsis and solicitations to the internet, NECO is thealternative in case FBO is unavailable. Please feel free to useeither site to access information posted by the Navy Sea SystemsCommand.This is a combined synopsis/solicitation for commercial itemsprepared in accordance with the format in FAR subpart 12.6, assupplemented with additional information included in thisnotice. This announcement constitutes the only solicitation;proposals are being requested and a written solicitation willnot be issued. The solicitation number is N00178-10-R-1X05 andis issued as a request for proposal.The Naval Surface Warfare Center, Dahlgren Division (NSWCDD),intends to procure CLIN 0001 a Shock and Vibration ControlSystem in accordance with the attached 'Statement of Work forMulti-Shaker/Multi-Axis Shock and Vibration Control System'.This system will control existing government furnished vibrationtesting apparatus to replicate exposure to real world events.The procurement is for COTS (commercial off the shelf)equipment.This award will be in accordance with FAR 13.5 Test Program forCertain Commercial Items. All warranty information shall beincluded within the request for proposal. Only submittedproposals that meet 90% of the control and performancerequirements, as outlined within the statement of work, will begiven consideration for an on-site demonstration. NSWCDD willinvite up to three vendors who best meet the technicalrequirements to demonstrate the proposed system capabilities viaa battery of testing as outlined within the Statement of Work.This solicitation document and incorporated clauses andprovisions are those in effect through Federal AcquisitionCirculars 2005-41, Effective 13 May 2010 and Defense AcquisitionCircular DCN 20100519.The following FAR provisions and clauses apply to thisacquisition: 52.212-1 Instructions to Offerors - CommercialItems; 52.212-2 Evaluation; 52.212-3 Offeror Representations andCertifications-Commercial Items; 52.212-4 Contract Terms andConditions - Commercial Items; 52.212-5 Contract Terms andConditions Required to Implement Statutes or Executive Orders -Commercial Items (Deviation); Offerors must include a completedcopy of the provision at 52.212-3 with respective offer.The following DFAR provisions and clauses apply to thisacquisition: 252.211-7003 Item Identification and Valuation and252.212-7001 Contract terms and conditions required to implementstatutes or Executive orders applicable to Defense acquisitionsof commercial items.The following local clauses will be incorporated: Ddl-F20Delivery Hours of Operation; Ddl-G50 which requires Offeror tosubmit invoices through Wide Area Workflow. This acquisitionwill occur via a Firm Fixed Price (Commercial) contract.Offerors must propose in accordance with the attached statementof work to be eligible for award. Clause 52.212-2 Evaluation -Commercial Items applies with the following evaluation factors1)Technical acceptability as demonstrated via onsitedemonstrations. 2) Past Performance 3) Lowest Price. Award willbe determined as Best Value to the Government. The closing dateis 1 July, 2010 at 4:00PM Eastern Time. Anticipated Award dateis 28 July 2010. All pricing shall be FOB-Destination to theNaval Surface Warfare Center, Dahlgren Division 6220 TisdaleRoad Dahlgren VA 22448-5114 between the hours of 7:00 AM and2:30 PM on weekdays shall apply. This procurement shall berestricted to small businesses. The North American IndustryClassification System (NAICS) code is 334111 with a sizestandard of 1,000 employees. A firm fixed contract isanticipated. Inspection and acceptance will be at destination byNSWCDD personnel.No deliveries will be accepted on Federal holidays. Deliverymust be no later than sixty (60) days after receipt of theorder. THE GOVERNMENT WILL NOT ISSUE A WRITTEN REQUEST FORPROPOSAL AS ALL ITEMS ARE IDENTIFIED IN THIS NOTICE AND ATTACHEDSTATEMENT OF WORK. Questions may be directed to Michael Quann540-653-8393.
