Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Firm Fixed Price for a commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This solicitation, W912PB-10-R-0027, is being issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16. The applicable NAICS code is 611710. The Regional Contracting Office-Bavaria, located in Grafenwoehr, Germany has a requirement to obtain contract support services for 1 instructor to teach English as a Second Langauge (ESL) Educator. The Instructor shall provide these services in support of the Army Community Service (ACS), Directorate of Morale, Welfare & Recreation (MWR), United States Army Garrison (USAG) Grafenwoehr Vilseck and Grafenwoehr communities. Instructions shall occur in the Rose Barracks and Main Post locations of USAG Grafenwoehr. Contractor administrative support tasks will occur at an ACS building, either Rose Barracks Building 322 or Main Post Building 244. Please see the attached Performance Work Statement for details on this requirement. Performance Start Date: Language training for CLIN 0001 begins on 1 July 2010. Place of Performance: Grafwenwoehr and Vilseck, Germany. The selected offeror must comply with the following commercial item terms and conditions. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation of Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsive, responsible offeror whose proposal conforms to this notice, will be the most advantageous, representing the best value to the Government. A firm fixed price contract will be awarded. The failure of an offeror to provide information sufficient to determine conformance with the solicitation may result in the offeror being ineligible for award. The specific evaluation criteria to be included in paragraph (a) of provision at 52.212-2 is listed in the Addenda to FAR 52.212-2. Offers are due by 12:00 noon CET (local time, Grafenwoehr, Germany)on 25-June-2010. All offers are to provide the minimum requirements and submissions as stated in FAR 52.212-1, Instructions to Offerors Commercial Items. All offers are to be submitted via email to the attention of Robert E. Williams at robert.e.williams4@eur.army.mil and Rose Seiger by email at rose.seiger@eur.army.mil. Evaluation of offers will be made IAW the best value approach established in FAR 52.212-2. The Government reserves the right to make an award solely on initial proposals received. Offerors bear the burden of ensuring that proposals (and any authorized amendments) reach the designated office on time and should allow a reasonable time for facsimile and e-mail transmissions to be completed. All pages of the proposal must reach the office before the deadline specified in this solicitation. The offeror bears the risk of non-receipt of electronically transmitted quotations and should confirm receipt. All responsible sources may submit an offer which shall be considered by the agency. Prospective offers shall notify this office of their intent to submit an offer, It is the offerors responsibility to monitor this Internet site for the release of solicitation admendments (if any). Potential offers will be responsible for downloading their own copy of this combined synopsis/solicitation and amendments (if any).
