- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposals (RFP), solicitation number W911RZ-10-R-0024 in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-41. The North American Industrial Classification System (NAICS) number is 811118 and the business size standard is $7.0 million. The proposed acquisition is reserved 100% for small businesses. LINE ITEM/DESCRIPTION: Emergency Vehicle Services for Fort Carson, CO. Base Year Period of Performance is one year with up to two possible one-year option periods. 0001 Installation or Removal of Emergency Response Equipment Installation or removal of emergency response equipment IAW the Performance Work Statement. Firm, fixed-price delivery orders will be issued by the contracting officer, with price as established in the price list at Exhibit A, below. Base Year Contract Period: 15 July 2010 through 14 July 2011. 0002 Repair of Emergency Vehicles Repair of emergency vehicles IAW the Performance Work Statement. Work required will be identified to contractor with a request for identification of work required, with an estimate of required labor and parts and the estimated costs of the parts. Upon agreement as to estimates, work will be ordered by issuance of delivery orders issued by the contracting officer on a time-and-materials basis, with labor rates as established in the price list at Exhibit A, below. Base Year Contract Period: 15 July 2012 through 14 July 2013. Total Cost $ _____________ PRICE LIST Proposals will be evaluated on lowest price technically acceptable. In order for an offeror to be considered technically acceptable, it must submit a concise proposal that reflects an understanding of and a satisfactory plan for complying with the requirements of this solicitation. Past performance will be evaluated as acceptable or unacceptable. Past performance information will be considered by the contracting officer in making the responsibility determination required by FAR 9.103. In order to determine which proposal is the lowest price, the total cost of each price list for the base and both options will be added up. The contractor who has the lowest sum for all three years is deemed to have the lowest price. The Government intends to make a single contract award.
