- The Fleet and Industrial Supply Center Norfolk, Contracting Department, Norfolk VA, 23511-3392 intends to negotiate a sole source firm fixed price contract with Honeywell International, Inc. d/b/a Honeywell for an annual subscription renewal for VHF datalink communication and flight support information access for three each C-37B aircrafts that are based at the Naval Air Facility Washington, Andrews Air Force Base, Maryland. The VHF datalink communication and flight support information access will be acquired in accordance with Federal Acquisition Regulation (FAR) Subpart 6.3 - Other than Full and Open Competition, FAR Part 12 - Acquisition of Commercial Items, and FAR Subpart 13.5 - Test Program for Certain Commercial Items. The anticipated period of performance is one-year base period that will commence on 01 August 2010 and end on 31 July 2011. Four one-year option periods will be incorporated thereafter. The North American Industry Classification System code for this acquisition is 519190. A request for a complete proposal package will be available for download on or about 21 June 2010 at the following websites: http://www.neco.navy.mil, www.fbo.gov or www.fedbizopps.gov. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above cites. This office will no longer issue hard copy solicitations. By submitting an offer, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the Central Contractor Registration (CCR) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-999-227-2423, or via the Internet at http://www.ccr.gov.
