- This pre-solicitation notice is for the procurement of reconstruction support and security services (RSSS) for U.S. Army Corps of Engineers (USACE), Afghanistan Engineer District (AED) personnel throughout Afghanistan including a comprehensive security, operations, transportation, aircraft, and intelligence service to secure and account for AED personnel, provide all forms of transportation services, and provide construction quality assurance activities that include: nationwide operational oversight, intelligence analysis, production of intelligence products, convoy transportation and security, fixed/rotary wing air-transportation services, personal protective services, static site security, community liaison activities, local atmospherics, supply and maintenance of armored vehicles, establishment, maintenance and management of a nationwide, visual map-based satellite tracking product, establishment, maintenance and management of a nationwide voice and text communication network, and vetting of third-party employees. This contract will have a programmatic capacity of $480 Million, which may be used at any time during the duration of the contract. The resultant contract awarded from this solicitation will constitute an Indefinite Delivery, Indefinite Quantity (ID/IQ) type contract as defined in FAR 16.504. Task orders will be Firm-Fixed Price (FFP).The ordering period shall commence upon the date of award and may continue for a period of four years, if all options are exercised. This requirement will be competed on a full and open basis under the North American Industry Classification System (NAICS) Code 561612. Award will be made to one (1) Offeror who is deemed by the Government to be responsible in accordance with the Federal Acquisition Regulation (FAR), conforms to the solicitation requirements, and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified, represents the best value to the Government. The source selection process to be utilized for this acquisition is best value/trade-off. The submission requirements and evaluation criteria will be defined in the solicitation. In general, Offerors must demonstrate experience in providing similar services within the CENTCOM area of responsibility. The Offeror will also be required to provide information about the Offerors experience, key personnel, past performance, Afghan Business and Operating License, Aviation approvals, and organization management. Solicitation W5J9JE-10-R-0082 Reconstruction Support and Security Services will be issued on or about 29 June 2010. The solicitation and any amendments will be posted through the Federal Business Opportunities (FBO) website at: http://www.fedbizopps.gov. It shall be each contractors responsibility to check the FBO website for the solicitation and any amendments.
