Description
Attachment 3 to Pre-Solicitation - Blank Fee Estimate Template Attachment 2 to Pre-Solicitation - Space Utilization Study Task Order Statement of Work Attachment 1 to Pre-Solicitation - Statement of Work for Architectural Services The National Institute of Standards and Technology (NIST) is seeking qualified firm(s) to provide Architectural Services with an emphasis on facilities planning in accordance with the attached Statement of Work dated June 3, 2010, 7 pages, see Attachment 1. Please read the Statement of Work carefully and the evaluation criteria listed below; specifically the task order requirement (selection criteria number 3). NIST intends to award one or more Indefinite Delivery/Indefinite Quantity contract(s) with a 60-month period of performance. A firm-fixed-price will be negotiated for each task order. Each contract will have a $10,000 minimum amount and a $9,800,000 maximum amount. The total potential value of both contracts combined is $9,800,000. The requirement is 100% set aside for small business concerns, NAICS Code 541310 with a Size Standard: $4.5 million. Projects include: Space Utilization Studies, Master Planning, Programming, Concept Studies, Feasibility Studies, Cost Estimating, Business Case Analyses, Space Planning, Environmental Planning and Analyses, Transportation Planning and Studies, Site Planning Studies, Space Planning, Security Studies, and Facility Design to 35% Development, and full construction documents. Technical Evaluation: SF-330 Selection Criteria Part I: NIST shall evaluate each potential contractor in terms of its (importance of factors in descending order): 1. Specialized experience and technical competence of the contractor and its proposed subcontractors performing facilities planning services. The contractor shall describe it and its proposed subcontractors experience performing space utilization studies, master planning of a campus greater than 50 acres, facility feasibility studies for a new or existing building, and planning and design of research facilities. The contractor shall also describe its experience working with its proposed subcontractors and key personnel. The contractor shall describe its technical competence in the area of Federal sustainable design and energy conservation programs and proven success in achieving energy efficiency in facility planning design. 2. Professional qualifications of the contractor and its proposed subcontractors and key personnel. The contractor shall describe its professional qualifications and those of its proposed team (proposed subcontractors and key personnel). The contractors shall identify the roles of its key personnel by provide resumes for its proposed key personnel that include credentials, education, registrations, relevant experience, and the role to perform NIST's requirements. 3. Management plan and technical approach for performing the work described in the attached Space Utilization Study Statement of Work The contractor shall describe the organization of the team it would propose to perform the SOW for the Space Utilization Task Order, dated June 3, 2010, 3 pages (see Attachment 2) and its technical approach to accomplish the requirements including milestones and overall schedule. The approach should describe the contractor's plan for coordination of work between disciplines and with its subcontractors. Contractors shall provide disciplines and number of hours on the sample fee estimate form dated June 16, 2010, 3 pages (see Attachment 3). Contractors shall not provide actual rates. The Government reserves the right to issue this task order based on the initial technical approach to the awarded offeror with the best technical approach. 4. Offeror's recent past performance on contracts with Government agencies and private industry, similar to that described herein, in terms of cost control, quality of work, and compliance with performance schedules. The contractor shall provide at least one reference for itself and its proposed subcontractors, as appropriate, for each project included in the SF-330. 5. Capacity of the contractor and proposed subcontractors to accomplish the work within the required time frame. a. Current and planned workload The contractor shall demonstrates its ability to comply with 52.219-14, which requires at least 50 percent of the cost of contract performance incurred for personnel be expended for employees of the small business concern; and The contractor shall describe it and its subcontractors current and planned one (1) year workload. 6. Location of the firm within the general geographical area of the NIST main campus in Gaithersburg, MD., and knowledge of the locality of the project including demonstrated knowledge and experience with submissions to the National Capital Planning Commission (NCPC). The contractor shall describe its location, knowledge of the localities in which work may be required, and knowledge and experience with submissions to NCPC. Part II: Oral Presentation and Discussions 1. In accordance with FAR 36.602-3, the evaluation board will hold discussions with at least three of the most highly qualified firms. Firms responding are requested to clearly indicate the requirements it intends to self-perform and those it intends to subcontract. Firms requesting consideration are required to submit a Standard Form 330 dated 6/2004. Responses shall not exceed 100 pages (each side of a paper counts as a page). This is not a Request for Proposal. Responses shall be submitted to the following address no later than the 2:30 P.M. EST on Friday July 9, 2010: Acquisition Management Division (AMD) National Institute of Standards and Technology (NIST) U.S. Department of Commerce 100 Bureau Drive, MS 1640 Building 301, B125 Gaithersburg, MD 20899-1640 Attn: Jasmine Ventura, Contract Specialist (301) 975-8259 Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery. If responses are hand delivered, delivery shall be made on the actual due date through Gate A and a 24- hour (excluding weekends and holidays) prior notice shall be made to the Contract Specialist at jasmine.ventura@nist.gov. If the person making the delivery is not a U.S. citizen please allow 72 hour notification (excluding weekends and holidays) in order to coordinate entrance to the NIST, Gaithersburg, MD campus. Notice shall include the company name, name of the individual making the delivery, and the county of citizenship of the individual. NIST is not responsible for late delivery. In addition, offerors who do not provide 24-hour notification in order to coordinate entrance to the NIST, Gaithersburg, MD campus shall assume the risk of not being able to deliver responses on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification, and visitors without complete information that would allow delivery (i.e. point of contact, telephone number, building and room number, etc.). If 24- hour notification was not provided, it is suggested your company representative or courier service arrive at NIST at least ninety (90) minutes prior to the closing time. Emailed and faxed proposals will NOT be accepted. The envelope(s) containing the response shall be clearly labeled with the following information: 1. Pre-Solicitation Number: 2. Project Title: 3. Offeror's Name: If applicable page limitations are exceed for any part of the proposal, then material which exceeds the page limitations will not be considered in the evaluation. Pages limitations are identified specifically where required. Responses that do not include the required information or do not comply with preparation instructions may be rejected.
