- This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals, however, all information received within fifteen days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers, Mobile District intents to specify the following manufacturers product in the SOF Add/Alter 501B, MacDill AFB, FL project in order to properly manage the high density customer work spaces and data center copper infrastructure required by USSOCOM-J6. Corning Panduit or Ortronics distributions components product lines specific components included jacks, faceplates, and patch panels. This project will include the demolition of an existing facility. Construct a multi-story facility (32,000sf) with pre-cast concrete exterior wall panels to match existing Building 501/501A architecture, reinforced concrete foundation on piles, concrete floor slab, structural steel framing, built-up roof, fire protection, assured telecommunication architecture, electrical, mechanical, plumbing, security systems and utilities. Project includes loading dock and receiving area, landscaping, site improvements, demolition, communications infrastructure connecting to Building 501/501A complex and anti-terrorism/force protection (AT/FP) measures. Heating and cooling will be provided. USSOCOM has experienced unprecedented growth since September 11, 2001. The USSOCOM compound is expanding into new buildings, and is continually reorganizing and reconfiguring existing offices spaces. This reorganization requires standardization of the communications infrastructure and supply components to provide reliable networks and telephone service to offices and cubicles. The compound is now divided between four component product lines. There is a continuing battle to reduce this to the two product lines that have historically provided a sustained high level of service; Panduit and Ortronics. As parts of the compound, those dont have Panduit or Ortronics components, are remodeled or reconfigured either the Panduit or Ortronics product lines are used to rebuild the communications infrastructure. The commands central and primary data center processes and stores electronic data for and directs communications with USSOCOM headquarters as well as all components and units deployed operationally worldwide. This data center is being moved from a first floor location to a second floor location to aid in hurricane survivability and to provide space for increased capacity. As such, the data center was incorporated into the project. Many of the servers in the data center use copper interfaces for their network and data storage interfaces. The acquisition plans to include servers and storage devices connected via copper wire. The quality and speed of these interfaces directly relates to the level of service provided across the global Special Operations force. This copper infrastructure must be built to have the highest level of reliability for each component in the chain of components that moves information within the data center. This request is not a request to be placed on a solicitation mailing list. It is for information only and is not a request for proposal (RFP) or announcement of a solicitation. If no sources exist that can fully meet the requirements contained in this request (100%), then it is the Governments intent to specify Corning Panduit or Ortronics distribution components for use in the SOF Add/Alter 501B, MacDill AFB, FL. Firms interested in being considered shall provide manufacturers name, product data and written statement of compatibility. The written statement of compatibility shall include manufacturer backup information and support documentation. The Government will not pay for any material provided in response to this synopsis nor return the data provided. Costs to test and evaluate acceptable brines shall not be the responsibility of the Government. The results of this synopsis will be considered to be in effect for a period of one year from the date of publication of this notice.
