- Job Descriptiions Wage Determination Standard Form 1449 Solicitation Package The Social Security Administration (SSA) has a requirement for the procurement of Presort Mail Services at SSA Second Support Center in Research Triangle Park, North Carolina for a base-year and four option years (if exercised). The contractor shall furnish all necessary personnel, materials, USPS reports, services, facilities and equipment and performing all tasks necessary for preparing first-class national mail distribution. The North American Industry Classification (NAICS) Code for this requirement is 561410 with a size standard of $7.0 million. This solicitation for commercial items is prepared in accordance with the format in Federal Acquisition Regulations, Subpart 12.6 and the procedures in part 13.5, as supplemented with additional information included in this notice. Solicitation number is SSA-RFQ-10-1322, and the solicitation is issued on an unrestricted basis. All responsible business sources may submit an offer which shall be considered by the agency. REQUIREMENT: The Government intends to issue a contract for the presort mail services. It is the Government's best estimate that it will require presort for approximately 8,000 -10,000 pieces of mail per day the first year and between 10,000 - 30,000 pieces of mail per day for option years 1 through 4 of the term of the contract. There may be wide variances. On some days, the volume may be less than 8,000 or more than 30,000 pieces. SSA prints the numeric ZIP+4 Code and Delivery Point Barcode (DPBC) in the address block of its mail. The contractor will be required to adhere to USPS requirements by placing an appropriate bar code label on the outside of the envelope. See attachment #1, "Statement of Work" (SOW) of this notice. To be considered for award, offers must meet the salient physical, functional, and performance components specified in attached SOW, attachment #1 of this solicitation. The contractor shall also provide a firm-fixed price for the period of acceptance for their quotation. The Contracting Officer will evaluate offers on the basis of information furnished by the offeror. The selected offeror must comply with the following commercial item terms and conditions as well as any addenda to these clauses. The FAR clauses and provisions that apply to this acquisition are FAR 52.212-1, Instructions to Offerors - Commercial Items, FAR 52.212-4, Contract Terms and Conditions - Commercial Items. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. Offerors must submit a completed copy of the solicitation package including the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. Applicable terms and conditions, and Representations and Certifications are contained in Attachment #1, Solicitation package included with this notice. Service Contract Act is applicable to this acquisition. See attachment #2, Wage Determination #05-2401 (Rev.-8) dated 10/06/2009 and attachment #3, Job Descriptions applicable to this requirement. The Contracting Officer will evaluate offers on the basis of information furnished by the offeror. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer represents the best value taking into account the offerors technical approach, experience, past performance and price. The Government may award to other than the lowest priced offer based on a comparative analysis of quotes. In order to determine which offer represents the best overall value to the Government, a comparative evaluation of the offers received will be conducted. Such comparative evaluation will be based on information provided by the offeror, as well as on information known by the Government or obtained by the Government from other sources. Responses to this solicitation are due no later than 2 p.m. EST, Wednesday June 23, 2010. Offerors may send responses via email to Sandra.Wicks@ssa.gov. All questions regarding this RFQ must be submitted in writing to Sandra Wicks at the email address provided previously by Friday, June 18, 2010 at 2:00PM EST. NO PHONE CALLS WILL BE ACCEPTED. E-mail communications shall include company name, point of contact, e-mail address, phone and fax numbers. Offerors must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov.
