- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for a Qty 1, Repair andUpdate of an existing NASA/GRC owned Resistance Projection/Spot Welding Machinemanufactured by Sciaky, Inc.Statement of Work/Specifications:Repair and update Government owned Resistance Projection Spot Welder ModelEPTMP2-50-150-12, Serial Number 11369, manufactured by Sciaky, Inc. with a new responsecontroller. This service shall include installation and informal training of government operator andmaintenance personnel.The offerer shall be responsible for the travel and livingexpenses of field service personnel.A. Synchronous Micro-Processor Control - General Requirements:This control shall be synchronous and will employ solid state circuitry.1. The Controller shall include: NEMA Output safety relays Automatic power factor Power supply cabinet Microcomputer control systems 75 weld schedule memory Photo-optically isolated inputs Electronic memory, no batteries required Fault display and disables for transformer over temperature. Water saver circuit (conserves water and provides automatic shut off during tipreplacement) Six water-cooled SCR contactor panel 250 - 400 Amp three phase circuit breaker2. The control will be equipped with a two-stage foot pedal - the first stage to applyforce to the electrodes and the second stage to initiate the welding sequence.3. This control shall positively insure: Each operation cycle or pulse of secondary current shall be uniform in amplitude andtime duration, as programmed. The firing of the SCR's shall be in precise relation with the supply voltage toguarantee that no transient currents are produced on either the primary or secondary Timing control functions shall be programmed in cycles of the line frequency, withoutdeviation from the programmed value Touch pad switches shall be provided to program the timing and counting functions The system shall automatically direct the operator to program the proper functions forthe machine mode he requires4. The control shall display system status and any diagnostic messages of alarmconditions. At least the following diagnostic messages shall be included:a. Transformer over temperature.b Rectifier over temperature.c. Water not flowing.d. Emergency stop.e. Tip force is low5. The micro-processor shall have capability of storing up to 75 complete weld schedules.6. The micro-processor shall incorporate a quartz crystal timing reference for absoluteaccuracy of programmed functions.7. The micro-processor shall incorporate a back-up system that will retain the datastored in the memory, no batteries required, file if the machine is shut off or if thereis a main power supply failure.8. The control shall include anti-arcing circuitry, which will prevent arcing of theelectrode tips if very short 'hold' times are used.9. A complete drawing of all components and wiring for the update specific to thegovernment-owned welding machine shall be provided. B. Synchronous Micro-Processor Control - Specific Requirements:1. The micro-processor control shall provide for selection of sequence parameters andtiming functions. A display shall be provided to communicate with the operator andassist in programming the control.2. The control shall provide for programming of preparatory functions.The available force modes shall include constant Low force, constant high force, and variable force.3. The control shall provide pre-programmed automatic weld cycles using defaultparameters. 4. The control shall have the following functions, programmed over the ranges listed:Precompression - 0 to 99 cyclesSqueeze - 0 to 99 cyclesPreheat - 0 to 99 impulsesWeld - 0 to 99 impulsesQuench - 0 to 99 cyclesTemper - 0 to 99 impulsesHold - 0 to 99 cyclesOff - 0 to 99 cycles5. The following sub-functions shall be programmed to occur during the Preheat, Weld, andTemper Intervals:Cool - 0 to 99 cyclesHeat - 0 to 99 cyclesHeat Current Adjust - 0 to 99 percentCurrent Decay - 0 to 99 cyclesCurrent Decay Current Adjust - 0 to 99 percent6. The control shall have the following internal switch adjustments available toauthorized maintenance personnel:a. Automatic voltage control (AVC) - On or Offb. Valve delay - the actual mechanical delay in the operation of the forge valve shall beable to set (in milliseconds) to insure that the forge initiation point selected will beexactly as programmed.7. The rectifier cabinet shall contain water-cooled silicon controlled rectifiers, andassociated circuitry. 8. The SCR contactors shall contain over-current and over-voltage protective circuits toprevent SCR failure due to improper settings, operating on open circuit, or machinemalfunction.9. The unit shall maintain the welding current within plus or minus 2% for a variation ofthe line voltage of plus or minus 10%. C. General requirements:1. All wiring and sub-assembly units shall exhibit maximum accessibility.2. All control wiring shall be multi-stranded.3. All wiring shall be in accordance with the best commercial practice and comply withapplicable safety codes. 4. Two (2) operator manuals shall be furnished with the machine. This manual shallinclude schematic drawings, wiring lists, spare parts list, a technical description ofthe operation of the circuits in the control, as well as maintenance information andschedulesMust be delivered on or before September 15, 2010The provisions and clauses in the RFQ are those in effect through FAC 2005-41. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 333992, and500 employees, respectively. The offeror shall state in their offer their size status forthis procurement. All responsible sources may submit an offer which shall be considered by the Agency. Allcontractural and technical questions must be in writing (e-mail or fax) to SandraBrickner not later than June 23, 2010.
