Description
Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to support the Navy's Command Aircraft Crew Training (CACT) program which includes providing all labor, equipment, training facilities, tools, training materials, training devices, supervision and other services necessary for classroom, trainer, and simulator training for the Navy UC-12B/F/M non-ProLine and UC-12F/M ProLine 21aircraft (a Navy configured Raytheon/Beechcraft King Air B200) and the UC-12W ProLine 21 (a Navy configured Raytheon/Beechcraft King Air B350). The following individual pilot and NFO (Naval Flight Officer) training courses are required for the B200 UC-12 non-ProLine: UC-12B/F/M Pilot Initial Training, UC-12B/F/M Pilot Recurrent Training, UC-12B/F/M Aircrew Member (Naval Flight Officer (NFO) Initial Training, and UC-12B/F/M NFO Recurrent Training. The following individual pilot and NFO (Naval Flight Officer) training courses are required for the B200 UC-12F/M ProLine 21: UC-12F/M (B200) ProLine 21 Indoctrination Course, UC-12F/M (B200) ProLine 21 Pilot Initial Training, UC-12F/M (B200) ProLine 21 Pilot Recurrent Training, UC-12F/M (B200) ProLine 21 NFO Initial Training, and UC-12F/M (B200) ProLine 21 NFO Recurrent Training. The Initial courses will be used to train basic qualified military pilots (helicopter and/or fixed-wing) to fully qualified UC-12 pilots ready for operational assignments and will conclude with a NATOPS Qualification Check Flight. The following individual pilot training courses are required for the UC-12W (B350): UC-12W (B350) ProLine 21 Pilot Initial Training and UC-12W (B350) ProLine 21 Pilot Recurrent Training. The UC-12W Pilot Initial training course will be used to train basic qualified military pilots (helicopter and/or fixed-wing) to fully qualified UC-12 pilots ready for operational assignments and will conclude with a NATOPS Qualification Check Flight. The following individual non-aircraft specific International Procedures training courses are required: Pilot Initial International Procedures Training and Pilot Refresher International Procedures Training. The UC-12B/F/M (B200) non-ProLine and ProLine 21 and UC-12W (B350) ProLine 21 CACT Pilot and NFO programs requires; classroom (academic and practical) training; Cockpit Familiarization Trainers (CFT) for the UC-12B/F/M (B200) non-ProLine, UC-12F/M (B200) ProLine 21 and UC-12W (B350) ProLine 21 models that depicts all cockpit systems to be used for cockpit familiarization and ProLine 21 training; a UC-12B/F/M (B200) non-ProLine, UC-12F/M (B200) ProLine 21 and UC-12W (B350) ProLine 21 Part Task Trainer (PTT) (for aircraft system training with trainee input and trainer response capability); an FAA certified (or equivalent) Level "C" or higher UC-12F/M (B200) non-ProLine simulator, and FAA certified (or equivalent) Level "D" simulators for both the UC-12F/M (B200) ProLine 21, and UC-12W (B350) ProLine 21. In lieu of the PTT a higher order device may be used. The flight simulator(s) must be FAA certified or equivalent to Level "C" or higher (as defined under FAA Advisory Circular 120-40B) for the Raytheon/Beechcraft King Air B200 non-ProLine 21 (configured to the UC-12B/F/M non-ProLine cockpit) and FAA certified Level "D" or equivalent for both the Raytheon/Beechcraft King Air B200 ProLine 21 (configured to the UC-12F/M ProLine 21 cockpit) and Super King Air B350 (configured to the UC-12W ProLine 21 cockpit) aircraft. The flight simulator(s) shall provide realistic UC-12B/F/M and UC-12W flight characteristics and will be used in tasks that minimally include: visual flight maneuvering, instrument navigation, transition to land, engine out work, dynamic engine cuts, full stalls, upset recovery, post stall flying characteristics, and various emergency procedures. The simulator(s) shall also be equipped with a collimated visual display system capable of projecting a minimum 180-degree horizontal by a 40-degree vertical field of view and simulate day-dusk-dawn-night and various seasonal weather conditions. Interested offerors shall describe any current or potential simulators or trainers to be used for this effort. Proposed alternative training systems, trainers or simulators are encouraged providing a minimal FAA level C (or equivalent) UC-12B/F/M non-ProLine and FAA Level D (or equivalent) UC-12F/M (B200) ProLine 21 and UC-12W (B350) full flight simulators are provided for training. The courses must be presented at a Title 14 Code of Federal Regulations (CFR) Part 142 certified training center for the Beechcraft King Air B200 and B350 aircraft or a flight-training center with a demonstrated record of providing C-12 military pilot training at the time of training. All contractor pilot instructors shall be FAA certified and/or have a minimum of 500 hours of UC-12/C-12 flight instructor time and/or 1 year of Instructor experience while training military flight students. The contractor will be required to submit training syllabi for each course for government approval. Courses are stand-alone in that no contractor, pre-arrival training requirements of the trainee will be allowed. Courses may be existing commercial-off-the-shelf (COTS) training courses modified to meet specific requirements delineated herein. All training courses shall be taught in compliance with the UC-12 NATOPS and Model Manager Approved Training Syllabi. A commercial, Firm Fixed Price (FFP) Requirements contract is anticipated with a 60-month period of performance. The Government requires pilot and NFO training on the UC-12B/F/M non-ProLine and UC-12F/M/W ProLine 21 aircraft to commence 01 Jun 2011 All businesses capable of accomplishing the required services are invited to submit literature, brochures, and capability summaries identifying, at a minimum, business size and status and past (limit to within 3 years) and/or current performance on similar contracts (include dollar value, complexity and point of contact). For purposes of reporting business size, the applicable North American Industry Classification Systems (NAICS) Code for this requirement is 611512 with a size standard of $25.5 million.
