Description
A. Q1820100616 for Mowing Services is hereby amended as follows. The attachments listed at the bottom of the announcement were not attached. The Statement of Work is as follows: STATEMENT OF WORK 1-1 DESCRIPTION OF WORK: The work includes furnishing all labor, transportation, equipment, supplies and supervision necessary to perform grass cutting and trimming at various locations in Minuteman National Historical Park, 174 Liberty Street, Concord, Ma.. 1.2LOCATION OF WORK:Project is at multiple sites located within Minute Man National Historic Park (see section 2.3 - Work Areas) 1-3 EXAMINATION OF SITE:Each quoter will be held responsible to have examined the work site and satisfied him/her as to the existing conditions under which he/she will be pledged to operate or that in any manner will affect the work under this contract. 1-4 INSPECTION:All work done under this contract will receive daily supervision by a qualified member of the park. In all questions relating to the interpretation of these specifications, the decision of the Contracting Officer shall be final. 1-5BID SUBMITTALS:This contract has the potential for award up to five years. Submit a separate bid for the base year and for each successive year for the following four years. Options may be exercised based on available funding. Contracting Officer shall indicate approval or disapproval of the submittals. Any work done prior to approval shall be at the contractors own risk. SCOPE OF WORK TECHNICAL SPECIFICATIONS 2.1SCHEDULE OF WORK:Services shall be conducted between 7:00 A.M. and 3:30 P.M., Monday through Friday. No work will be conducted on weekends or holidays unless prior arrangements are made with the Contracting Officer or her representative. Grounds Maintenance shall be performed at all areas and locations as indicated on the attached plan and drawings. When scheduled services fall on a holiday, alternate dates shall be specified. 2.2WORK OUTSIDE OF REGULAR HOURS: If the Contractor desires to carry on work outside the regular hours, he shall submit application to the Contracting Officer. The Contractor shall allow ample time, at least 2 days in advance, to enable satisfactory arrangements to be made by the Government for inspecting the work in progress.. 2.3WORK AREAS:AREAACREAGE 1.North Bridge Path1.2 acres -Path shoulders (between Monument Street and River)-around visitor benches just before Bridge-grass island around Monuments-grass island around Minute Man Statue, including grassed slopes behind the Statue-around two benches along path-around lower Buttrick Foundation; cut footpath from North Bridge Path to foundation-around flag pole in field-in field in front of overlook (angle from overlook to Path - in front of tone pool) 2.North Bridge Visitor Center 4.00 Acres -upper garden area and along stairs and lower walkway in trellised garden -all lawns areas surrounding the Visitor Center, Maintenance Barn, Carriage House, Parking Lot and Service Road -inside the post and rail fencing around the exposed foundation 3.North Bridge Parking Lot 1.25 Acres-front, side and rear grass areas surrounding lot 4.John Buttrick House/Barn.5 Acres -in and around foundation 5. Elisha Jones House.6 Acre 6.Wayside parking lot.25 Acre 7. Wayside House.25 Acre 8. Burke House.1 Acre 9. Haywood WellSite/Parking.45 Acre-the full lawn area around the monument-areas in front of the stone walls along Old Mass Ave -area by parking lot 2.4LAWNS:Mowing: Lawns shall be mowed at a height of 2 1/2" in the Spring (5/9 thru 6/19) and Fall (9/19 thru 10/09) and 3 - 3 1/2" during Summer (6/20 thru 9/18). For quoting purposes, it is estimated that mowing operations will be necessary every week, from Spring (May through mid-June) to July 31, 2010 and every other week thereafter to October 09, 2010. Contractor will only be paid for the actual number of times cut. Mowing frequency will be evaluated and performed based on lawn growth as affected by weather conditions. The government reserves the right to change the frequency based on the growing conditions. Prior to each mowing Contractor shall contact Contracting Officer's Representative/Tom Nieves at (978) 318-7847 each time to obtain an agreed upon day of the week for the mowing to occur. No more than 1/3 of the grass blade shall be removed during any given mowing operation. Each successive mowing shall be in a different direction, and at approximately right angles to the previous mowing. Under no circumstances shall the Contractor mow lawns when they are excessively wet. Mowing equipment shall be sharp and in good adjustment to prevent tearing of grass blades. Field mowing equipment may not be used on lawns. Any trees or shrubs which become damaged by the mowing operation shall be replaced by the Contractor at no expense to the Government. 2.5TRIMMING: In all Lawn areas grass and other vegetative matter shall be trimmed level along:-all parking lot and sidewalk curbing-visitor center and building walkways-around foundations, including inside foundation fencing such as at the foundation in front of the North Bridge Visitor Center-around fences and garden areas-around visitor benches, such as those at the Minute Man Visitor Center, North Bridge Visitor Center and near the Old North Bridge.-around wayside exhibits such as those along the North Bridge PathTrimming shall be performed during every mowing operation during the same period. The Contractor shall accomplish trimming operations to provide a uniform appearance. 2.6CLIPPINGS:Clippings shall be blown or swept off walks. Clippings shall be returned to the lawn and shall not be removed unless directed by the Contracting Officer. Clippings shall not be allowed to remain in swaths that could cause damage to the lawn. Clippings shall be removed from basement windows, window well screens sidewalks, steps, and paved areas. 2.7SCALPING:Extreme care shall be taken by the Contractor to assure that no scalping shall occur in any area or location. Should scalping occur, the Contractor will be responsible for immediate replacement, reseeding or sodding the area to return it to its original condition. Scalping shall be considered to be cutting the grass so short as to permanently injure, kill or remove the grass. 2.8INSPECTION:Each phase of the services rendered is subject to Government inspection during the Contractor's operations and after the completion of the task. Any defective or unaccomplished work will be brought to the attention of the Contractor by the Contracting Officer or authorized representative within 24 hour. The Contractor shall meet with the Contracting Officer or his authorized representative to discuss the work in question within 48 hours after notification of faulty performance. Work determined unsatisfactory after the discussion or the Contractor's failure to discuss the work in question shall be cause for adjustment in contract price based on the unit price charged for that particular item in the Contractor's bid submitted. 3.0 DAMAGE TO GOVERNMENT PROPERTY:Extreme care shall be exercised to avoid damaging trees, shrubs, plants, buildings or other structures. Trees, shrubs, plants, buildings or other structures damaged or destroyed in the prosecution of the work shall be repaired or replaced as directed at no expense to the Government. 4.0REPORTS:During the Contractor's performance of the work any unusual condition or situation affecting or potentially affecting the outcome of work covered under this contract shall be brought to the attention of the Contracting Officer's representative in a written report or memorandum. 5.0SAFETY REQUIREMENTS:A. All work shall be conducted in a safe manner and shall comply with the following requirements:-All employees will wear appropriate safety glasses and earplugs (where needed)-All equipment will have the appropriate safety guards and attachments in good working order-All equipment used will be maintained so as not to produce excessive noise or exhaust-Mowing operations will be sensitive to the fact that they will be operating in public use areas and will take measures to insure public safety. B. If the Contractor fails or refuses to promptly comply with safety requirements, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to any such stop order shall be made the subject of claim for extension of time or for excess costs or damages to the Contractor. 6.0WORKMANSHIP:Use skilled and experienced personnel, carefully supervised, in such a manner as to insure full compliance with safety requirements in Item 5.0. and to insure work performed meets results specified in Items 2.4 through 2.7. 7.0PRE SERVICE/PERFORMANCE CONFERENCE:Prior to commencing work, the Contractor shall meet in conference with the Contracting Officer and his designated representative at a time specified to discuss and develop mutual understandings relative to scheduling and administration of work.
