Description
The U.S. Coast Guard is setting aside this acquisition for Small Business concerns. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the SIC is 3731. The acquisition is for dockside repairs to the USCGC NANTUCKET (WPB-1316), a 110 FOOT A CLASS PATROL BOAT, at the vessels home pier located at USCG Sector St. Petersburg, 600 8th Avenue SE, St. Petersburg, Florida. The simplified acquisition will be issued as a Best Value Request for Quotes (RFQ), on or about June 24, 2010 with quotes due on or about July 19, 2010 via the Federal Business Opportunities (FEDBIZOPPS) web page at https://fbo.gov. This requirement will be evaluated using past performance as an evaluation factor. It is incumbent upon contractors to monitor the FEDBIZOPS web page for the RFQ release and all subsequent amendments. FEDBIZOPS also contains an option for automatic notification service. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). The home pier of the vessel is the USCG Sector St. Petersburg, 600 8th Avenue SE, St. Petersburg, FL 33701. The vessel's availability is for Twenty-one (21) calendar days, starting on or about September 06, 2010. The scope of this acquisition is for the overhauling, cleaning and repairing of various items aboard the USCGC NANTUCKET (WPB-1316). Provide all labor, material and equipment necessary to perform dockside repairs, including but not limited to the following definitive or optional items: install new anchor windlass and renew deck (EC 110-C-147), overhaul and test fuel manifold valves, renew structural closures, renew #1 MDE lube oil pump, renew pilothouse windows, renew A/C condenser, clean diesel generators in-place, install new deck covering systems, renew #2 MDE sea strainer(s), clean and inspect fuel service tanks, clean and inspect fuel stowage and overflow tanks, composite labor rate, GFP report and travel and per diem. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualifications procedures.
