Description
This is a synopsis for a competitive services acquisition as required by FAR Part 5.2. THIS IS NOT A REQUEST FOR PROPOSAL. VENDORS SHOULD NOT SUBMIT FORMAL PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE. The Air Force Intelligence, Surveillance, and Reconnaissance Agency (AFISRA) has been tasked to solicit for and award a project Metis Support. This requirement is considered noncommercial in nature and any resultant contract will be awarded in accordance with FAR Part 15. This project will provide AFTAC/TM with expert technical services for document conversion to digital format and software tools and applications for file display and manipulation needed during the life of the contract. The contractor must demonstrate the capability to provide the following: (1) Data capture and format transition including capturing and transferring reports of various formats including hardcopy, microfiche, and film into electronic media format. (2) Automated and human optical character recognition (OCR) of digitized reports including a 100 percent review of all documents that have been through the OCR process to ensure key words and phrases relating to the AFTAC nuclear mission are properly captured for later searchability. (3) Content enhancement including the addition of metadata to each digitized file to allow for rapid and thorough retrieval of relevant information. (4) Incorporation of digitized reports into an electronic archive indexed according to the AFTAC mission area involved. (5) Enhancement of software utilities to manage the electronic archive for individuals with administrative privileges (system administration). (6) Enhancement or update of processes for ingesting data from existing repositories such as the Integrated Materials Information Management System (IMIMS) and Oracle databases. (7) Integration of the electronic archive into current analyst tools and databases using Mark Logic XML server and Net Owl entity extraction software. (8) Enhancement of robust web-based interfaces for customers to interrogate and visualize the archive. (9) Enhancement of the capability to provide secure access to the archive on a classified computer network. (10) Enhancement of the capability to limit access to documents based on a user's security clearance level. (11) Enhancement and maintenance of software in response to operational problems, changes in the AFTAC computer environment, and as requested by the Contracting Officer's Technical Representative. (12) Additionally, the contractor must develop and monitor a quality assurance program to ensure information is accurately digitized, indexed, and integrated into the archive. SECURITY REQUIREMENT: Conversion will be performed at AFTAC using government furnished equipment including six high-speed scanners, one microfiche scanner, and computers. Software tools and application development may be performed at AFTAC and at the contractor facility. Personnel working on the contract must have Top Secret/SSBI/SSPR dates and a current DCID 6/4 date at start of contract. Facility clearance requirement is Top Secret and protection level requirement is Secret. This acquisition will be conducted on an unrestricted basis, without set-aside. The applicable NAICS code is 541512 and the size standard is $25M. The RFP will be available electronically on this website only. Fax, telephone, written, or email requests for the solicitation package will not be honored. Contract award is anticipated for October 2010. A Cost-Plus-Fixed-Fee (CPFF) contract is contemplated with a one-year basic contract period and four 1-year options. Potential contractors must be registered in the Central Contractor Registry to be eligible for award (see https://www.bpn.gov/ccr/default.aspx). It is mandatory to obtain a DUNS number prior to registering in CCR by calling Dun & Bradstreet at 1-800-234-3867. All responsible firms may submit a proposal (after issuance of the RFP) and shall be considered for contract award. Proposals may be submitted via hard copy only.
