- Acquisition Requirements Document RFQ Response Form The Environmental Protection Agency's New England Regional Laboratory has a requirement for one each ultra high pressure Liquid Chromatography System (UPLC/UHPLC) equipped with an autosampler, integrated Diode Array (PDA) and Evaporative Light Scattering Detectors (ELSD) and a chromatography data system (CDS) including personal computer and LCD monitor to control and process all functions of the instruments, detectors, and the data generated by the detectors. The instrument will be delivered to and installed at the Office of Environmental Measurement and Evaluation, 11 Technology Drive, North Chelmsford, Massachusetts. Training will be provided at the New England Regional Laboratory. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. In accordance with FAR 19.502-2(a), this requirement is being solicited on an unrestricted basis. The North American Industry Classification Code applicable to this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The small business size standard is 500 employees. Please see Attachment 1 for the Requirements Document. Please see Attachment 2 for the RFQ response form. Registering in the Central Contractor Registration (CCR) and Online Representations and Certifications (ORCA) Databases: All contractors who provide goods and services to the Government must be registered in the Central Contractor Registration (CCR) database. If your company is not listed in the CCR database, you must register your company at https://www.bpn.gov/ccr/default.aspx prior to submitting your quotation. Offerors must certify that their online Representations and Certifications at https://orca.bpn.gov are current. If your organization does not have online Representations and Certifications in ORCA, you are strongly encouraged to submit them. A copy of the FAR provision (FAR 52.212-3, Offeror Representations and Certifications for Commercial Items) will be provided upon request. Failure to comply with CCR registration may make the vendor ineligible for award. Please submit the following information and documents: 1)Descriptive literature that addresses the salient characteristics listed in the Acquisition Requirements Document. 2)The vendor's standard warranty for the equipment and software. 3)The vendor's extended warranty for the equipment and software for two additional years or Service/maintenance agreement for Option Periods 1 and 2. 4)Attachment 2, RFQ response form, including a GSA FSS contract number and expiration date, if applicable. Please identify any open market items as "Open Market" on the form. 5)A statement that the offeror's online Representations and Certifications are current at https://orca.bpn.gov or a completed copy of FAR 52.212-3, Offeror Representations and Certifications for Commercial Items. Evaluation Award will be made to the offeror whose offer conforms to the requirements discussed in the Requirements Document and represents the best value to the Government. The best value determination will consider the prices submitted by the vendor and the salient characteristics of the proposed equipment. No alternate quotations will be considered. Award will be made on an all or none basis. Evaluation of options will not obligate the Government to exercise the option(s). EPAAR 1552.217-77 OPTION TO EXTEND THE TERM OF THE CONTRACT FIXED PRICE (OCT 2000) The Government has the option to extend the term of this contract for 2 additional period(s). If more than 60 days remain in the contract period of performance, the Government, without prior written notification, may exercise this option by issuing a contract modification. To exercise this option within the last 30 days of the period of performance, the Government must provide to the Contractor written notification prior to that last 60 day period. This preliminary notification does not commit the Government to exercising the option. Use of an option will result in the following contract modifications: (a)The "Schedule" will be modified as follows to cover the Base and Options Periods: If CLIN 1002 is exercised, the period of performance is extended by 1 year following expiration of the standard warranty. If CLIN 2002 is exercised, the period of performance is extended by 1 years following the completion of Option Period 1. (b)During the option period(s) the Contractor shall provide the services described below: Preventative maintenance and repair services. If an extended warranty is offered instead of a maintenance and service agreement for Option Periods 1 and 2, the "Option" clauses will be removed from the order.
