- Alternative Positioning, Navigation, and Timing Public Meeting The Federal Aviation Administration (FAA) is conducting a review of alternative positioning, navigation, and timing (APNT) capabilities that support communication, navigation, and surveillance applications for aviation within the U.S. in the event of a loss of Global Navigation Satellite Services (GNSS). The FAA currently provides APNT services through a variety of non-GNSS legacy navigation systems including Distance Measuring Equipment (DME), VHF Omni-directional Range (VOR), Instrument Landing System (ILS) and radar surveillance. The FAA is considering the future need for APNT services to ensure that operations are appropriately supported, consistent with the evolution to the Next Generation Air Transportation System (NextGen). NextGen will require an increased level of minimum APNT performance from what legacy systems currently provide. Therefore, the FAA is collecting information regarding research, development and potential implementation of systems, avionics, processes, and procedures that minimize the impact to system capacity and efficiency during periods of GNSS interference. In order to exchange information with the aviation industry, the FAA will hold a public meeting on August 10, 11, and 12 in Stanford, CA. The purpose of the meeting is to 1) share the current FAA perspective on future APNT requirements and 2) solicit input from the community on the perceived requirements and potential APNT solutions that support NextGen. The tentative agenda items include: 1.FAA presentations on anticipated APNT assumptions and requirements2.Airspace user presentations on operator requirements (airline, business aviation, general aviation)3.Avionics manufacturers' presentations on capabilities that may be available in support of NextGen.4.Ground infrastructure manufacturers' presentations on systems and design that can support APNT. Seating is limited and therefore on a first-come-first-serve basis. Interested parties should RSVP as soon as possible to the individuals listed below, but not later than 4:00 pm local time July 30, 2010. Additional information including a detailed agenda and meeting logistics will be provided to those responding to this announcement. At the meeting, airspace users are encouraged to present their envisioned requirements for APNT in NextGen. Participants representing the manufacturing industry are encouraged to present concepts and technical data that explain how the FAA can provide APNT services that affordably minimize the impact of a localized GNSS interference event. Presentations should specifically address the issues surrounding the operational need to continue navigation and surveillance during a GNSS interference event. If alternative implementations are envisioned for different classes of aircraft/users, these alternatives should be clearly described. A limited number of 30-minute closed-door sessions between manufacturers and the FAA's APNT team will be available for the purpose of exchanging proprietary information during the meeting. Manufacturers interested in setting up a session should make their request at the time of the RSVP. Interested parties are also invited to submit a summary of their planned presentation to the FAA in the form of a report (via email in.pdf format) by July 30, 2010. Please limit the summary to five pages. All submissions received by the FAA will be treated as proprietary information unless otherwise requested by the individual submitter.
