- Description
- The Bureau of Indian Affairs Great Plains Region is seeking sources for work that require reviewing tribal applications to bring land into trust. The BIA GPRO services tribes in North Dakota, South Dakota, and Northeastern Nebraska. Work will include site reviews of properties for potential environmental concerns and maintaining a working relationship with the Tribal Land Office. Once an application for trust status is received, the contractor will review and draft "Letters of Incomplete Application" if necessary and the contractor will retrieve updated data from schools, the local county, and the tribe necessary to make a determination on the application. The contractor will make sure the legal description is reviewed by the Regional Bureau of Land Management Surveyor and consult with the Tribe to ensure all documentation has been received by the BIA agency to make an informed decision. The contractor will create a 30-day Notice Draft letters and compile a complete administrative record for any FOIA requests or formal appeals. The contractor will review the Title Commitment and draft a request for a preliminary title opinion from the Field Solicitor's Office and ensure all title issues are addressed satisfactory. Contractor will complete the research for and write a draft Decision letter for the BIA on the application for trust status. If requested, the Contractor will complete the necessary research for additional documentation in support of a Decision letter at the Great Plains Regional Office and will draft a decision letter while creating a full administrative record. Once a decision is appealed to the Interior Board of Indian Appeals, the contractor will cease working on that particular fee to trust application. Upon request, the contractor will assist in finishing the process of bringing land into trust upon a final favorable decision in the Appeals process. The Contractor require working with the Tribe and the Agency to update the Title Commitment, ensure all taxes are paid, request a final title opinion, create the title deed transferring land into trust status and ensure all documents are recorded in the local county and the BIA land Titles and Records Office. The contractor is responsible for following the Nationwide Fee to Trust Handbook to process al fee to trust applications.
