Description
The Health Resources and Service Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with the American Public Human Services Association 810 First Street NE,Suite 500 Washington DC 2002-4267. The purpose of this requisition is as follows: The contractor will provide analytical support, including policy, data and environmental analysis, associated with emerging Medicaid policies that will impact HRSA-related safety net providers. The analysis will result in options and recommendations for solutions or appropriate adjustment to these policies. HRSA intends to engage state Medicaid programs on issues of concern to HRSA-related safety net providers as these entitles provide services to Medicaid beneficiaries and address many aspects of health care reform. State Medicaid programs are one of the most critical partners of HRSA-related safety net providers. They provide critical resources that help safety net providers fulfill their mission of providing access to quality, affordable health care to low-income and vulnerable populations. Medicaid accounts for 34 percent of health center fiscal budget. Many of the people affected by Medicaid changes are health centers patient who will likely continue to seek care at health centers. Medicaid is a primary source of financing for State, local and community-based maternal and child health services. It is an important partner to maternal and child health Title V grantees and is a critical source of financing for health care services to children including adolescents and women. Medicaid is also the largest single public payer of medical services for persons living with HIV/AIDS. Medicaid is a critical source of insurance coverage in rural America, filling gaps in both Medicare coverage and the availability and accessibility of private insurance that are more pronounced in rural than in urban areas. With the passage of the health care reform, State Medicaid programs are likely to serves as a primary vehicle to expand health coverage for low-income and uninsured individuals, especially childless adults. With recent changes in the health care delivery system and changes within Medicaid, it is critically necessary that coordination between State Medicaid Directors, HRSA constituents and HRSA-related safety net providers occurs. Coordination and collaboration are needed to ensure that medically under served individuals continue to receive access to high quality health services. The period of performance will be for 18 (eighteen) months. The contract will be issued as a fixed price contract. The statutory authority for sole sourcing is 41USC 254(C)(1), as set forth in FAR 6.302-1(ii) (A), It is likely that an award to any other service would result in(A) substantial duplication of cost to the Government that is not expected to be recovered through competition." A justification for Other Than Full and Open Competition has been prepared by the Government. This notice 0f intent is for informational purposes only, and is not a request for competitive proposal.
