- The Federal Bureau of Investigation (FBI) issues this Sources Sought Notice to conduct market research for information and planning purposes to determine the existing market capability of manufacturers or resellers to provide a 26 Inch Full HD 1080p LCD HDTV in accordance with the specifications listed below. Specifications •· Screen Type: LCD, Color •· Screen Size (diagonal): 24-26 inches •· Native Resolution: 1920 x 1080 or greater •· Refresh Rate: 60 Hz or greater •· Response Time: 8ms or faster •· Aspect Ratio: 16:9 and 4:3 •· Static Contrast Ratio: 1,000:1 or higher •· Dynamic Contrast Ratio: 10,000:1 or higher •· Brightness: 400cd/sq meter or brighter •· Viewing angles (minimum): 175 degrees horizontal, 175 degrees vertical •· Inputs (Minimum): •o 1 HDMI •o 1 Composite Video stereo audio •o 1 S-Video •o 1 RGB (supporting 1920 x 1080 minimum) •o 1 RF (NTSC) for basic cable TV or antenna •· Output: 1 headphone •· Tuner: ATSC/NTSC/QAM support •· Signal Compatibility: 480i, 480p, 720p, 1080i, 1080p •· Speakers: Stereo, 4 W minimum •· Panel Life: 50,000 hours to half original brightness •· Remote Control: standard remote functions to include: input selection channel selection, and volume adjustments •· High Contrast Labeling: all buttons and connectors shall be clearly labled and all labels shall be visible in bright light and dim office lighting •· Self-Supporting : The unit shall be able to sit on a desk or table without additionam supports or mounting Power •· Voltage Range : 120VAC and 240VAC How to Respond The Government would like to know what manufacturer or reseller can provide a 26" Full HD 1080p LCD HDTV or equivalent, by identifying themselves and responding to this notice. The Government requests the following information: •1) Company name and business size (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.); •2) Provide evidence that your company can provide the requested item (i.e., technical capability, experience, etc.), meeting or exceeding the salient characteristics: •3) Address whether your company has a GSA Schedule, and if they are capable of providing this product on schedule. If able to provide product, include schedule and SIN numbers; •4) Provide product manufacturing/production information in accordance with the Federal Acquisition Regulation (FAR) clause: 52.225-1 Buy American Act (February 2009) (a) Definitions. As used in this clause- "Commercially available off-the-shelf (COTS) item"- (1) Means any item of supply (including construction material) that is- (i) A commercial item (as defined in paragraph (1) of the definition at FAR 2.101 ); (ii) Sold in substantial quantities in the commercial marketplace; and (iii) Offered to the Government, under a contract or subcontract at any tier, without modification, in the same form in which it is sold in the commercial marketplace; and (2) Does not include bulk cargo, as defined in section 3 of the Shipping Act of 1984 ( 46 U.S.C. App. 1702 ), such as agricultural products and petroleum products. "Component" means an article, material, or supply incorporated directly into an end product. "Cost of components" means- (3) For components purchased by the Contractor, the acquisition cost, including transportation costs to the place of incorporation into the end product (whether or not such costs are paid to a domestic firm), and any applicable duty (whether or not a duty-free entry certificate is issued); or (4) For components manufactured by the Contractor, all costs associated with the manufacture of the component, including transportation costs as described in paragraph (1) of this definition, plus allocable overhead costs, but excluding profit. Cost of components does not include any costs associated with the manufacture of the end product. "Domestic end product" means- (1) An unmanufactured end product mined or produced in the United States; (2) an end product manufactured in the United State, if- (i) The cost of its components mined, produced, or manufactured in the United States exceeds 50 percent of the cost of all its components. Components of foreign origin of the same class or kind as those that the agency determines are not mined, produced, or manufactured in sufficient and reasonably available commercial quantities of a satisfactory quality are treated as domestic. Scrap generated, collected, and prepared for processing in the United States is considered domestic; or (ii) The end product is a COTS item. "End product" means those articles, materials, and supplies to be acquired under the contract for public use. "Foreign end product" means an end product other than a domestic end product. "United States" means the 50 States, the District of Columbia, and outlying areas. (b) The Buy American Act ( 41 U.S.C. 10a - 10d ) provides a preference for domestic end products for supplies acquired for use in the United States. In accordance with 41 U.S.C. 431, the component test of the Buy American Act is waived for an end product that is a COTS item (See 12.505 (a)(1)). (c) Offerors may obtain from the Contracting Officer a list of foreign articles that the Contracting Officer will treat as domestic for this product. (d) The Contractor shall deliver only domestic end products except to the extent that it specified delivery of foreign end products in the provision of the solicitation entitled "Buy American Act Certificate." This Notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this Notice. The Government will not reimburse respondents for any cost associated with submissions of the information being requested or reimburse expenses incurred to interested parties for responses to this Notice.
