RECOVERY –Kootenai National Forest, Minton Peak Lookout General Information Document Type: P = Presolicitation Notice Solicitation Type: RFQ Posted Date: 13 May 2010 Response Date: June 28, 2010 TIME 1000 MST Classification Code: 99 Miscellenous Items Set-Aside Emerging Small Business under Competitive Demo Act NAICS 238290 Other Building Equipment Contractors Solicitation No.: AG-82B1-S-10-0417 Description THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROCUREMENT. The resulting contract will utilize funds provided by the AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2010. Interested parties are notified that the inclusion of unique provisions required in implementing the Act, including those for significant reporting and transparency, will be required of the successful quote. The purpose of this announcement is to make notice that the Forest Service contemplates releasing a Request for Quotation numbered AG-82B1-S-10-0417 on or about 7 June 2010, for the RECOVERY ARRA Kootenai National Forest Minton Peak Lookout Reconstruction. If the Request for Quotation is released, it will be released through this FedBizOpps website, and prospective vendors should visit this FedBizOpps website from time to time on or after 7 June 2010 to obtain a copy of the Request for Quotation. This requirement is being solicited as a Request for Quotation (RFQ) under FAR Part 15. Proposals or offers are due at 2 Jul, 2010; 1000 MT. A single firm-fixed price type contract will be awarded to the responsible offeror based upon price and other evaluation factors as stated in the solicitation(IAW FAR Part 9, Contractor Qualifications) ALL PROPOSALS SHOULD BE MAILED TO: USDA/FOREST SERVICES ATTN: TESS M. FOSTER 740 SIMMS ST GOLDEN, CO 80401 PROJECT DESCRIPTION. ARRA Kootenai National Forest Minton Peak Lookout Reconstruction. This project includes demolition of the existing lookout structure and replacing it with a new one. The existing lookout is an L-4 cabin on a 10’ wooden tower. The new lookout will closely match the original L-4 design but will sit lower to the ground supported by concrete piers and wood beams. Some of the materials from the original lookout will be reused on the new structure. The new lookout will require a completely new Lightning Protection System. The magnitude of this project IAW FAR 36.204 (b) is between $25,000.00 and $100,000.00. There will be no pre-proposal site visit held on this project All questions should be compiled and sent to the Contract Specialist not later than 10 days prior to the close out date of 28 June, 2010. This will allow the technical contact to respond and have answers posted through www.fbo.gov. The estimated contract period of performance is 365 days after NTP Payment Protection will be required per the Miller Act and Davis-Bacon wage rates will apply. PROJECT LOCATION. The project is located on the top of Minton Peak, in Sanders County, Montana. T52N; R5E; Section 24. From Trout Creek Montana turn southwest on Cedar Street off of Montana Hwy 200. Trun right (northwest) on Pine Street. Travel 1.8 miles and continue onto Martin Creek Road for another 4.4 miles. Turn left at Minton Peak Road (FDR 322). Travel 6.6 miles to the junction with Minton Peak Lookout Road. Turn right and proceed for 0.9 miles to the Lookout. All future information about this acquisition, including amendments, will be distributed solely through this site.
