Description
The Department of State, Bureau of Consular Affairs in cooperation with the Department of Homeland Security has implemented a U.S. card-format passport; a credit-card-size travel document. The Passport Card is an accepted alternative to the traditional book style passport for presentation at U.S. land and sea border crossings. The U.S. Department of State has a requirement for a qualified small business to develop a card security feature that uses applicant data and steganography to provide a unique authentication method, using secure software that enables embedding a Department of State derived string of characters into the printing of the bearer's photograph so that no string is detectable without decoding, but the string is readily seen with decoder, without otherwise effecting the applicant data or the rest of the personalization printing. In addition, the vendor will be required to provide technical support/engineering services (software services, maintenance and upgrades) to permit ongoing Passport Card personalization. The purpose of this pre-solicitation notice is to advise offerors of the solicitation which will be released approximately 15 days from the posting of this notice. The anticipated period of performance for this requirement is one base year and four one year options. The government plans to post the solicitation on or about July 2, 2010. No paper copies of the solicitation will be mailed. The approximate acquistion schedule is as follows: The synopsis will be posted for approximately fifteen (15) days. Once the pre-solicitation announcement closes in FEDBIZOPPS, the offerors will have approximately 30 days to submit proposals. All dates are subject to change and will be notified by posting in FEDBIZOPPS. The applicable NAICS code is 541511 and this requirement is a small business set aside.
