Description
This is a SOURCES SOUGHT SYNOPSIS. This is for a market survey only; therefore, no requirement exists so do not request a copy of the solicitation. No proposals are being requested or accepted with this synopsis and no contract shall be awarded from this synopsis. The U.S. Air Force, Seymour Johnson AFB, NC has been tasked to identify sources and market conditions for the purchase of static aircraft painting. The proposed project will be a Firm-Fixed Priced contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of members of both the Small Business Community, to include Section 8(a), Historically Underutilized Business Zones (HUBZone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm-Fixed Price contract to re-paint a full-size, static F-15E aircraft at Seymour Johnson AFB, NC. The contractor shall be responsible for a turn-key service providing all labor, tools and materials required to properly prepare the aircraft for painting, paint the aircraft, re-apply decals and return the surrounding area to its original state. This requirement is for painting one full-size F-15E aircraft mounted on a single pedestal with the aircraft placed at an upward pitch (tail section is 10 feet above the ground, pedestal mount point is 15 feet above ground and the nose is approximately 21 feet above the ground). Work involved shall include but is not limited to: - Preparation work: - Removing patches/decals - Scuff sand entire aircraft to remove stencils and ensure a feathered out appearance to all chipped and oxidized areas. - Thorough washing of aircraft after sanding, prior to primer application - Application of epoxy primer - Painting/Finishing: - After application of epoxy primer, one cross-coat of 36118 gray polyurethane paint. - Re-application of all patches/decals/stencils after application of gray top coat - One cross-coat of polyurethane clear - Environmental standards: - Contractor shall comply with all federal, state, local and base environmental standards - All environmental issues/standards shall be coordinated through the 4 Fighter Wing Base Asset Management office, 4 CES/CEAN, Air Quality Program Manager - Clean-up - Contractor shall be responsible for returning the surrounding area to its original condition upon completion of painting In addition to the above, responses to this synopsis shall include a capabilities statement about the company; it's ability to provide this type of service and the anticipated total price to complete this effort. All submittals received will be reviewed for informational purposes. The type of solicitation to be issued will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors.
