- NAICS Code: 334516, This is a combined synopsis/solicitation for commercial items prepared in accordance with the format set forth in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Proposal (RFP) and is designated as full and open competition. The U.S. Environmental Protection Agency (EPA), National Health and Environmental Effects Research Laboratory (NHEERL), Western Ecology Division (WED), Ecosystem Effects Branch (EEB), 200 S.W. 35th Street, Corvallis, Oregon, 97333, under the Simplified Acquisition Procedures (SAP), of the Federal Acquisition Regulations (FAR) Part 13.1, on a firm-fixed price basis, intends to procure the following item: (1) X-Ray Diffractometer System. Primary and secondary minerals present in soils and sediments influence the sorption and desorption of many environmentally important compounds and the sequestration of carbon. These minerals often exist as mixtures of many different minerals which complicates their identification and quantification. Knowledge of these minerals is crucial for understanding how they influence ecosystem processes. Additionally, many of the new manufactured nanomaterials and those that will be produced in the future are simply nano-sized primary or secondary minerals with some surface modifications. While manufacturers provide some information about their nanomaterial products, it generally lacks the specificity needed to know what forms or phases of minerals might be present. It is imperative to know what minerals, phases of minerals and the amount of each mineral present to characterize the effects on nanomaterials in the environment. However, few tools exist that can be used to identify and quantify these minerals other than X-Ray Diffraction (XRD). Modern XRD instruments, such as the one described herein, utilize extensive databases, advanced mathematical algorithms and computers to rapidly identify and quantify the minerals. In the EEB at WED we are embarking on two new research areas in which information about the minerals present will be crucial to the success of the research. In one project, minerals in soils and sediments will be used to better understand the role that soils have in providing ecosystem services, which affect human and environmental well-being. In the other, the effects of nanomaterials in the environment are being evaluated and it will be crucial to precisely know the nature of the materials being investigated. The instrument requested herein will provide information that will be directly utilized by both projects. This instrument will be used on projects under the new Eco Multi-Year Plan. Specifically the Willamette-Ecosystem Services Project (WESP). It will also be used to support Goal 4, Healthy Communities and Ecosystems, Emerging Issues and External Factors, on the new Nanotechnology Research Plan. The Nanotechnolgy Research Plan is an EPA contribution to the President?s National Nanotechnology Initiative. 1. System Specifications: A complete XRD (spell out) system includes the following at a minimum: Automated XRD system control with necessary cabling and electronicsTheta/Theta computer controlled Goniometer with multi-purpose sample stage capability, accessories and optical configurationsAdvanced, state-of-the-science X-ray detectorHorizontal sample stage and sample holders XRD sample spinnerReference materials for system alignmentSystem computer with flat panel display and printerSystem control software with automated and manual controlCeramic X-Ray Tubes: Cu for soils work and Co for nanomaterialsComplete radiation safety shielding/enclosure and required radiation leak detection equipmentEssential optics with user selectable focusingEssential interfaces and detectors Automated sample changer with a minimum capacity of 10 samplesComputerized data collection systemComputerized data display, data reduction, data analysis and data input/output softwareQualitative and quantitative analysis softwareComputerized mineral/particle identification software and databasesRietveld SoftwareWater cooled system or other heat exchanger cooling system for cooling XRD system components XRD training school or/and on-site applications trainingThe vendor of the preferred XRD unit will demonstrate the research utility of the XRD unit being offered by listing 10 scientific research articles published in leading scientific journals within the past five years in which the XRD unit being offered was used. 2. Service requirement: Ready (within 48 hours) access (via phone or on-site) to service engineers and spare and replacement parts is required. 3. Warranty Requirements: Warranty will be at least one year minimum 4. Installation On-site installation by qualified personnel; 5. Training Training on operational use for three (3) researchers? initial training on hardware/software during installation to gain fundamental familiarity for sample analysis and data acquisition and interpretation A copy of the SOW (Adobe Acrobat pdf) will be emailed to offerors who request a copy from the POC (yates.william@epa.gov). The Government will award a Fixed Price contractual vehicle resulting from this RFP to the responsible offeror whose quote conforms to the minimum specifications and is most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate an offerors? quote: demonstrated qualifications of an XRD system, past performance, and price. This requirement will be evaluated on a Best Value basis. Offerors shall provide information to demonstrate/substantiate that its proposal meets the requirements outlined in the minimum specifications. Offerors shall provide: 1. DEMONSTRATED TECHNICAL QUALIFICATIONS: Offeror shall provide a detailed documentation outlining the technical capabilities of the instrument and software in accordance with the minimum specifications. Proposals shall provide sufficient detail to demonstrate the proposed product meets the below technical requirements. Note: The successful offeror may be required to perform an on-site demonstration that their product meets the specifications as per the technical product information. The Government will consider the following areas under past performance: (1) quality of products or service, (2) timeliness of delivery, and (3) business relations. The offeror shall provide reference information for at least three customers utilizing this particular instrumentation.
