Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center Division, Newport anticipates acquiring twelve (12) Pre-Production MK39 Mod 2 Expendable Mobile ASW Training Targets (EMATT), Thirty Eight (38) First Lot MK39 Mod 2 EMATT targets and up to one thousand eight hundred thirty (1,830) production MK39 Mod 2 EMATT targets that shall be fabricated per a Statement of Work and performance specifications. The basic requirement will also include up to thirty (30) Portable Target Programmers for MK39 Mod 2 EMATT targets, up to one thousand one hundred (1,100) hours of engineering services and corresponding data. It is anticipated the schedule will include options for four additional option years for up to four thousand three hundred twenty (4,320) MK39 Mod 2 EMATT targets, up to one hundred twenty (120) Portable Target Programmers for MK39 Mod 2 EMATT targets and up to thirteen thousand four hundred (13,400) hours of engineering services. The most that the government will purchase under the resultant contract is six thousand one hundred fifty (6,150) MK39 Mod 2 EMATT targets including pre-production and first lot quantities, one hundred fifty (150) Portable Target Programmers for MK39 Mod 2 EMATT targets and fourteen thousand five hundred hours (14,500) hours of engineering services. All items except the Engineering services will be acquired on a Firm Fixed Price basis. The Engineering Services will be acquired on a Cost Plus Fixed Fee basis. Offerors must request in writing via email addressed to Mr. William Hurley at william.hurley@navy.mil to receive the specifications. Offerors must be listed under the Joint Certification Program (JCP) in order to receive the specifications. Some portion of the document is classified at the CONFIDENTIAL level and sources would need to have a security clearance to that level to receive the classified material. Performance under the contract will require a security clearance to the SECRET level. Award will be made on the basis of Best Value with evaluation factors, of Technical Approach, Past Performance and Price/Cost. The solicitation will be released on an unrestricted basis. All responsible offerors may submit a proposal.
