Description
Title: Sources Sought Synopsis/Capability Request for Information (CRFI) for Infrared Countermeasures (IRCM) Flare/Decoy Capabilities The Aeronautical Systems Center (ASC), 647 Aeronautical Systems Squadron (AESS), is conducting market research analyses to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for advanced infrared countermeasures flare/decoy expendables for use by Expeditionary Forces. The 647th AESS is working with AFRL/RYJ, Electro-Optical Sensor Technology Division, to investigate opportunities to improve countermeasure effectiveness against modern surface-to-air and air-to-air missiles employing counter-countermeasure techniques such as spectral, spatial, temporal discriminants. Those sources that have promising technologies may be supported with some level of modeling and simulation (M&S) by the Air Force Research Laboratory's (AFRL's) Electro-Optics (EO) Countermeasures Technology Branch. THIS IS A CAPABILITY REQUEST FOR INFORMATION ONLY. In accordance with Part 10 of the Federal Acquisition Regulation, the Government is conducting Market Research. Before submitting any information to the Government, be advised that the Government does not intend to award a contract on the basis of this request or to otherwise pay for the information you provide. Your responses will be treated as information only and will not be used as a proposal. However, estimates may be used, not attributed to a particular Respondent, as a basis to engage with appropriate USAF organizations to inform and solicit programmatic support. Please be advised that all submissions become Government property and will not be returned. Not responding to this CRFI does not preclude participation in any future request for proposal (RFP). Small Businesses are encouraged to provide responses to this CRFI in order to assist ASC in determining potential levels of competition available in the industry, as well as helping to establish a basis for developing any subsequent potential subcontract plan goal percentages. Submission of Proprietary Information Caution: The government appreciates that interested firms may not be able to respond to this CRFI without disclosing information deemed "proprietary" or "competition sensitive". Data submitted in response to this CRFI will be widely distributed and discussed within the government. It is the responsibility of Respondents to clearly mark submitted information with appropriate restrictive markings. Proprietary information must be clearly marked on the outside container and on the materials inside. The Government shall not be liable for, or suffer any consequential damages, for any proprietary information not properly identified. Respondents are further advised that the government's analyses of your responses may require disclosure of your responses to contractor personnel. All members of the evaluation team will be reminded of their obligation to protect such information to the maximum extent permitted or required by the Economic Espionage Act, 18 U.S.C. 1831 et seq. In addition, Government members will be reminded of their obligations to afford protection under the Trade Secrets Act, 18 U.S.C. 1905. The government's support contractors will be required to sign a non-disclosure agreement concerning proprietary information prior to being granted access to your data. INSTRUCTIONS Below is a Contractor Capability Survey which conveys the type of information the government is interested in concerning your company's capabilities in IRCM flare/decoy expendables and dispenser modifications to existing dispensers that make existing flares more effective. Describe the work accomplished to date along with a schedule documenting your efforts over the last two years and address the following questions: Technical Questions: 1) Please provide a functional description of the system. Include information such as dispenser, dispenser modifications, impulse cartridge, ejection, ignition, burn, trajectory, etc. 2) Please provide system characteristics: Performance - Include any available information such as intensity versus time, passband, thrust versus time, ejection velocity, ignition delay time, ejection setback force, limitations, etc. Information may be theoretical predictions, design parameters, and/or empirical data. Physical Characteristics - sealing, ignition pellet weight, grain weight, size, etc. 3) Safety Features- S&I, etc. 4) What is the system level of maturity? The use of standard DoD Technology Readiness Levels and Manufacturing Readiness Levels are encouraged. 5) What testing has been done on the system? Include information such as static radiometric measurements, static thrust measurements, reliability, etc. 6) What M&S has been done on the system? Include information such as model type, threat, static or dynamic conditions, etc 7) What flight testing has been done with the system? Include information such as effectiveness testing versus live fire or captive seekers, flight conditions, threat seekers/missiles, etc. 8) Is the system currently in use in other countries? Include information such as country, aircraft, system designation, etc. RESPONSES AND PAGE LIMITATIONS: Responses to this CRFI must be received not later than 6 August 2010. Information packages should include two (2) hard copies and one (1) electronic data file (on a Windows compatible CD. Industry is encouraged to respond with information not constrained by proprietary data rights; however, if any information submitter is considered proprietary, then the pages containing such information must be marked accordingly. There are no limits on the length of each response. Firms responding to this announcement should indicate their business size in accordance with the size standard. Ensure that the submission provides the company name, address, a point of contact with e-mail address and telephone number, NAICS code, and Federal CAGE Code. No collect calls will be accepted.
