Description
ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to OYO Geospace Corporation, 7007 Pinemont Dr, Houston, Texas 77040. This procurement is being conducted under Simplified Acquisition Procedures (SAP)-only one responsible source and no other supplies or services will satisfy agency requirements. OYO Geospace Corporation is the only known source capable of meeting the Governments requirements due to the compatibility needed for the mission. The organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00 CST on 21 June 2010. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Please submit information for consideration by the Government to Alicia.M.Kennedy@usace.army.mil with solicitation number referenced in the subject line. A larger number of geophones are necessary to meet mission goals for current and ongoing research and development related to clandestine tunnel detection, void detection, and determination of seismic properties for site characterization and modeling and simulation parameters. ERDC currently only have up to 48 geophones in the lower frequency range and 24 higher frequency geophones, yet have 240 seismograph channels available. The geophones described are compatible with geophysical equipment currently in use by the ERDC personnel including the current inventory of seismic cables and geophones. These specific geophones are also the same models used on the Active Seismic Imaging platform as part of the Rapid Reaction Tunnel Detection. Using the same models allows us to interchange with our augment the ASI configuration and directly compare data acquired through conventional acquisition methods. Mixing different model geophones from different vendor is not advisable and is detrimental to post-acquisition data processing and analysis.
