This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is solicitation number Q1818100024 and is issued as a Request for Quotation. This procurement is set aside for small business concerns. NAICS code 423820, Farm and Garden Machinery and Equipment Merchant Wholesalers, Size Standard: 100 employees The following are the material specifications for which proposals are requested: John Deere Tractor and AttachmentsLine Item 1.John Deere Tractor Model 35201 unit$______________ 2.John Deere 375 Backhoe1 unit$______________ 3.John Deere 300CX Loader1 unit$______________ 4.John Deere 59 Snow Blower1 unit$______________ Total Tractor and Three Attachments $__________________ General 1.The quoter shall provide Marsh Billings Rockefeller National Historical Park with a current model year tractor and attachments as specified. 2. The tractor and attachments shall be provided with a complete set of printed manuals for all parts, service, and operational guidelines. It shall also include any colored wiring/numbered schematics. Specifications John Deere Tractor Model 3520 to include: 3-cylinder 4 wheel drive; PowrReverser Transmission with 12 forward and 12 reverse; Industrial tires; Deluxe cab with standard seat; eHydro; Mid PTO; Dual Mid & Single Rear SCV; Power Beyond Kit; Backup alarm kit; 25x8.50-14 ^PR Front R4 Ind 2 Pos, 15-19.5 6PR Rear R4 Ind. 2 Pos. ; Engine coolant heater John Deere 375 Backhoe to include: Rockshaft assist mounting brackets and hardware; 20" bucket (1.74 Cu. Ft.) John Deere 300CX Loader to include: Mounting frame and hoses; Less ballast box; Hood Guard; 61 Inch (1550mm) Heavy Duty Bucket with holes for cutting edge John Deere 59 Snow Blower to include: 59" Two stage snow blower; Mounting kit and driveshaft; Front three-point hitch with A-frame quick attach system; 2000 RPM front PTO Delivery Place of delivery and acceptance of the fully set up tractor and attachments shall be FOB Destination delivered to Marsh Billings Rockefeller National Historical Park, 54 Elm Street, Woodstock, Vermont. Delivery must be made 30 days after receipt of order. Justification for Other than Full and Open Competition In accordance with FAR 6.302-1 (c) it has been determined that this John Deere tractor and attachments are essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company. This tractor and attachments replace an existing John Deere and another John Deere is required to utilize attachments which are not being replaced. Clauses This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-40. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Award shall be made to the responsible offeror with the lowest total quote for tractor and all attachments. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with the offer (available at www.acquisition.gov/far/). The clause at 52.212-4 Contract Terms and Conditions-Commercial Items applies to this acquisition. Executive Order 13513 Prohibition on Text Messaging and Using Electronic Equipment Supplied by the Government while Driving (Oct, 2009). This Executive Order introduces a Federal Government-wide Prohibition on the use of text messaging while driving on official business or while using Government -supplied equipment. Additional guidance enforcing the ban will be issued at a later date. In the meantime, please adopt and enforce policies that immediately ban text messaging while driving company-owned or -rented vehicles, government-owned or leased vehicles, or while driving privately owned vehicles when on official government business or when performing any work for or on the behalf of the government.
