- Synopsis: This is a SOURCES SOUGHT notice. Please note that this is not a request for Quote (RFQ) or proposal (RFP) and the government is only seeking information for market research purposes only. No solicitation document is available and no other information pertaining to project scope, etc. is available at this time. Any request for assistance with submission or other procedural matters shall be submitted via email only. The Department of Veterans Affairs, Sonny S. Earls VA Medical Center, Saginaw, MI. is issuing this Sources Sought to identify potential small and experienced businesses such as: (1) Service-Disabled Veteran Owned Small Businesses (SDVOSB): (2) Veteran Owned Small Businesses (VOSB); (3) 8(a) contractors, (4) HUBZone Small Businesses, (5) Women Owned Small Businesses (WOSB), that are capable of meeting the following requirements. Statement of Work Provide all services, labor, materials and equipment for Replace Primary Switchgear B141 at the VA Medical Center, Battle Creek, Michigan as described by the drawings and specifications. This project will replace the existing main switchgear for incoming primary power to the medical center. The construction shall include but not be limited to: "Demolition of existing switchgear and two associated buildings along with fencing and concrete "Installation of new switchgear and controls to connect the incoming power with the existing Veterans Administration power grid "Installation of flat work and cabling to allow for future connection to dedicated standby power generators "Any system control component hardware and/or software required to run the switchgear "Landscaping necessary to restore the site "Connection to the Veterans Administration fire alarm system Duration of the resulting contract award will be 180 calendar days from the Notice to Proceed. The North American Industrial Classification System (NAICS) code is 238210, small business size standard of $14.0M in average annual receipts. Qualified small business firms (service disabled veteran owned businesses, veteran owned businesses, HubZone firms, Woman Owned, and 8a firms) are encouraged to respond. The response to this notice shall be in summary format and shall not exceed two (2) pages. Company name, DUNS number, social economic category (small business, SDVOSB, etc), address, point of contact, telephone number, fax number, and email address. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. Attachments must be provided in either Microsoft Word or Adobe Acrobat PDF format. Responses must be received by 4:00 PM EST on July 2, 2010 via email or fax to the Contracting Specialist at sonny.earls@va.gov, FAX (989)321-4957. Respondents will not be contacted regarding their submission or information gathered as a result of this Sources Sought notice. The formal solicitation will be issued at a later date by a separate announcement. Interested firms will be required to respond to additional announcements separately from this announcement without further notice from the Government when posted to http://www.fbo.gov. The 'estimated' award date of the contract is September 2010.
