- THIS IS A SOURCES SOUGHT ANNOUNCEMENT. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The site of the work is Grand Forks Air Force Base, ND. A firm fixed price contract is being considered. The contractor shall perform all work associated with, but not limited to the following: PROJECT DESCRIPTION: There are two parts to this project for the work on the Base Civil Engineering office facility. The first part is to provide a new handling unit (AHU), chiller, boilers, pumps and related major HVAC system equipment, and to provide an addition to the existing building to house these items and displaced office functions. The second part is to add a sloped, standing seam metal roofing system over top of the existing low-slope built-up asphalt roof, and add masonry to all exterior building faces. All work not specifically addressed in this specification or specifications there after shall be installed in strict accordance to the latest publications of the National Electric Code, Uniform Building Code, Uniform Mechanical Code, Uniform Plumbing Code, NFPA 101 Life Safety Code, and Grand Forks AFB Architectural Compatibility Guide. The GFAFB Architectural Compatibility Guide is not included in specifications package, but will be provided upon request. International Conference of Building Officials has established the basic building code standards for construction, renovation, repair, and maintenance. These standards, commonly referred to as the International Building Code (IBC), together with the Unified Facilities Criteria UFC 1-200-01 found at http://www.wbdg.org/ccb/DOD/UFC/ufc_1_200_01.pdf shall constitute the minimum acceptable levels of construction, function, and safety for all projects. All material selections, construction, renovation, repair, and maintenance shall comply with the latest addition of Unified Facilities Criteria UFC 3-600-1 Fire Protection Engineering for Facilities. Tests or trials to determine the effectiveness of performance of a completed assembly or fabricated system shall be made by the contractor, without cost to the Government. All articles, supplies and equipment, parts, and assemblies thereof, of standard manufacturers or for which design requirements are not prescribed by these specifications shall be guaranteed against any failure in the proper use or operation caused by defective material, workmanship, or design for the full warranty time which is standard with the manufacturer and/or supplier. The contractor shall provide a minimum one year warranty on all work performed. A copy of the warranty shall be submitted to the Contracting Officer before final inspection of the facility. The North American Industry Classification System (NAICS) code is 238220 with a size standard of $14,000,000. The combined magnitude for these projects is between $1,000,000 and $5,000,000. All interested vendors should submit their capabilities and qualifications to perform the effort in writing to 1Lt Jon D. Barnes at jonathan.barnes@grandforks.af.mil. Such capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement as a set aside. Sources shall include in their information, a detailed capabilities statement stating their experience within the past three years of same or similar work described in this notice, a point of contact with phone and e-mail information, business status (Socio-Economic Factors: Small Disadvantaged Business, 8(a), Service-Disabled Veteran-Owned and/or HUBZone certified business), business size based on NAICS 238220, and a positive statement of interest to submit a proposal. Should a solicitation be issued and an award made, the successful offeror must be registered in Central Contractor Registration (CCR). The CCR website is: http://www.ccr.gov/.
