Description
NOTE: THIS ANNOUNCEMENT REPLACE PREVIOUS ANNONCEMENT FOR THIS PROJECT (A528310A054). Production of Waterways Television I. BackgroundWaterways Television expose the natural and cultural heritage protected by south Florida's national parks, national marine sanctuaries and national wildlife refuges to over 4 million potential households. Each segment (usually 2 (13 minutes segment) per episode) of Waterways, introduces the viewer to a piece of these public lands and waters, explores what it means to our society, and details what committed people are doing to protect it.South Florida presents a rare opportunity for a videographer to tell the stories of a complex and threatened ecosystem within a stone's throw of a large urban population. Waterways strives to promote an understanding of science and restoration in the south Florida's ecosystem, inspire curiosity and passion for our public lands, and encourage conservation action.Waterways addresses the hottest issues facing south Florida: Everglades restoration, coral reefs, the future of Florida Bay, and the role of history and culture in Florida's past and future. Its sophisticated production features field footage, interviews, digital illustration, professional script writing and narration, and music to tell these compelling stories and more. It aims to spark people's interest in and passion for our national parks and associated natural areas. Each segment introduces the viewer to a piece of these public lands and waters, explores what it means to our society, and details what committed people are doing to protect it.Waterways is currently a partnership effort between Everglades National Park, the Florida Keys National Marine Sanctuary, and the Environmental Protection Agency (a silent partner).II. PurposeThe purpose of this contract is to produce a minimum of five (5) episodes per year (estimated annual budget between $25,000 and $50,000 including all episodes) of Waterways Television to spark people's interest in and passion for south Florida's public lands, including its national parks, national marine sanctuaries and wildlife refuges. The Government look to award this contract as a IDIQ for a base year and four (4) one-year options subject to availability of funds. III. Scope of WorkEverglades National Park (EVER) is seeking a Contractor for the production and duplication of its environmental education television program, Waterways, presented in cooperation with the Florida Keys National Marine Sanctuary (FKNMS) and the United States Environmental Protection Agency (EPA). Since 1994, the agencies have produced 261 episodes of the program.The Contractor shall provide the National Park Service with all labor, materials, services and facilities necessary for the production of at least five (5) episodes per year of Waterways. These five (5) episodes minimum will be contingent on available funding. The Contractor shall work in coordination with Waterways agency coordinators in the planning and development of storylines, and in the selection of interviewees.The Contractor shall produce at least five (5) episodes per year of a television program that:"is 26 minutes in length (in line with public television broadcast standards)."uses a news magazine format that contains one or two segments per episode"features a preview of the topics to be covered in each show before the title sequence"includes approved title sequence and closing credits"includes voice-over narration in addition to interviews with researchers and other topic specialists"includes captioning and is audio-described to comply with Section 508 rules and regulations (Section 508 of the Rehabilitation Act of 1973, as amended).
