- The following information is provided as part of a market survey of industry to determine if any potential contractors have the skill, knowledge, abilities, and specific experience required to complete this effort. The service needed is the modification of EWCU assets to incorporate new temperature limits for EWCU Internal Comparator Voltage. The Engine Warning Control Unit (EWCU) for F-16 Block 30/40/50, PN 5091200-003/004 (Block 30 & 40) and PN 5091200-012 (Block 50), is currently set to give overheating warnings at the Pratt and Whitney engine high temperature limit which is approximately 100 degrees centigrade higher than the GE engine limit, allowing the GE engine to overheat before the pilot is warned. Current engine over heat warnings are 1000 degrees centigrade for Block 30/40 and 1100 degrees centigrade for Block 50. The intention of this modification is to correct this deficiency and allow the EWCU comparator voltage to warn at a lower temperature for GE equipped aircraft. Assets needing modification: Part number 5091200-003/004 to part number 5091200-014/018 for F-16 Blocks 30/40 Part number 5091200-012 to part number 5091200-016/020 for F-16 Block 50 The vendor must have access to the following Test Sets: EWCU Manual Test Set - 5091B200 EWCU Automatic Test Set - 5091A200 No travel is required for this notice. Potential sources are invited to submit a Statement of Capabilities by 2:00 p.m. Mountain Standard time by 30 June 2010 to the following address: Daniel.Jones1@hill.af.mil. Submissions will be electronic, limited to 10 pages and should be specific in outlining source's capabilities, both technical and the business approach to support the EWCU modification. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SOURCES SOUGHT OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. This is a sources sought synopsis only, not a request for proposals (RFP), and this is not to be construed as a commitment by the government to issue a solicitation or ultimately award a contract. This is for planning purposes only and shall not be considered as an obligation on the part of the Government to acquire any products or services. Responses will not be considered as proposals, nor will any award be made as a result of this synopsis. No proprietary data should be submitted in response to the synopsis. Any submissions will be considered to be public information. Responses will not be returned. Please note: Submissions may be viewed by non-Government personnel. Under separate action the AF may contract to provide services such as technical, evaluation, and acquisition management support. Any such service contracts will contain an organizational conflict of interest clause that requires service contractors to protect the data and prohibits the service contractors from using the data for any purpose other than that for which the data was presented.
