Description
1.0Background: A Work Breakdown Structure (WBS) is the foundation of effective project planning, execution, controlling, and reporting. The VA Acquisition Academy Program Management School recognized that the WBS is the structure and code that integrates and relates all project works (scope, schedule and cost). Since the WBS is used as a management tool throughout the life-cycle of a program/project, the VA Acquisition Academy would like to provide a WBS software to every participant of the VA Federal Acquisition Certification in Program/Project Management (FAC-P/PM) program. The participants will be able to develop a WBS that identifies necessary requirements to be funded according to the schedule and needs of the tasks in the WBS elements. A WBS software is needed to ensure the success of every program/project across the department. 2.0 Applicable Documents: Not Applicable. 3.0Scope/Mission: The Contractor shall provide all necessary software, support, and technical services required to meet the performance objectives outlined in this Statement of Work (SOW). The scope is to provide a Work Breakdown Structure to the entire Department of Veterans Affairs. 4.0 Performance Details 4.1Travel: Travel is anticipated for successfully completion of this work effort. Anticipated travel includes 1 trip from contractor location to the VA Acquisition Academy. The training location will be 7485 New Horizon Way, Frederick, MD 21703. Travel shall be included in cost of deliverables and is not reimbursable. 5.0Scope: Provide a Windows-based project management software application that is used to create and display projects using a Work Breakdown Structure (WBS) chart. A WBS chart displays the structure of a project showing how a project is organized into summary (phase) and details events. The software needs to be able to transfer the WBS directly into Microsoft Project 2003/2007. 6.0 Requirements: this Windows-based software must be able to accomplish the following: 6.1Create Projects - Create projects using a "top-down" approach. Click and drag to create tasks and phases. Click and drag to reorganize the tasks in the chart. Maintain your WBS charts separately or transfer the chart data to Microsoft Project. 6.2Create WBS charts from Microsoft Project - Existing Microsoft Project plans can be displayed in a WBS chart view. The software must be able to communicate with Microsoft Project. Changes made in the WBS should be reflected in Microsoft Project. A complete and seamless two-way interaction between the software and Microsoft Project. 6.3Display an Unlimited Number of Fields - The software must display any number of data fields in the task boxes. The user should be able to arrange the WBS data any way the user want it and the information automatically roll up to the various levels of your plan. 6.4Print Scaling - Scale printouts to any number of pages using any printer. The software must support all Windows compatible printers and plotters. 6.5MPX Support - The software must open and save.MPX files (text-based versions of Microsoft Project plans). Create and display WBS charts of plans created in other applications that can open and save.MPX files. 6.6Save to Web Pages - The software must allow the users to save their WBS charts directly to a Web Page. Also provide HTML templates and the ability to create custom templates. 6.7Save as Picture - The software must allow the user to save a WBS chart to different file formats including JPEG, PNG, BMP, and TIFF. 6.8Unlimited Capacity - The software must allow the user to build WBS charts of size and contain any number of tasks. 7.0Government Furnished Information: Not Applicable 8.0Schedule for Deliverables: The vendor must provide the following services to the Department of Veterans Affairs Acquisition Academy Program Management School: 8.1A Master and Backup copy of the software installation CD with no limit to the number of times the software can be installed and used at VA facilities worldwide. This includes employees of VA, contractors working at any VA facility or anyone at a VA facility needing to use the software. 8.2An electronic copy of the software's Users Guide in PDF format. VA has the authority to distribute, print and/or duplicate these files as often as needed. 8.3Free support via email, phone or fax. 8.4Free minor upgrades. Updates can be downloaded from the vendor's website or sent to VA upon request. 8.5A free on-site training class on the use of the software to the VA Acquisition Academy with the VA covering travel costs only. VA may record this training session for distribution to VA employees. 9.0 Evaluation Criteria: the evaluation will be based on the completeness, thoroughness and demonstrated capabilities of the prospective Offeror in relation to the needs of the project as set forth in the Statement of Work. The criteria below is listed in descending order of importance: 9.1Price. The extent to which the project's costs are reasonable based on an enterprise-wide software solution. 9.2Technical requirements. Demonstrated understanding of the requirement and capability to be responsive to the requirement 9.3Past Performance. Approach and demonstrated experience to fulfill the requirement which will be used to rate the acceptability of a plan of action with details on how the proposed work will be accomplished
