Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to modify contract WC133R-07-SE-4904, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Freshwater Benthic Services for supplemental work within the scope of work in identifying Oligochactes and Chironomids from Lake Michigan and Lake Erie to include in its Mussel Watch Program an analysis of benthic macroinvertebrate structure. In the original statement of work and as part of a long term monitoring effort in Lake Michigan, a study to assess ecological impacts of hypoxia in Lake Erie, benthic organisms were collected over various time and space scales in both lakes. These organisms were counted and separated into various taxonomic groups at the Great Lakes Environmental Research Laboratory (GLERL). Two groups, Oligochaeta and Chironomidae need to be further identified to the genus or species level. Personnel at GLERL do not have the time and/or expertise to do the identifications. Mr. Winnell of Freshwater Benthic Services, Inc has been identifying Oligochaeta and Chironomidae for over 30 years and is especially familiar with species present in Lake Michigan and the Great Lakes. The long term monitoring project in Lake Michigan has been ongoing since 1980 and Mr. Winnell has provided identification of Oligochaeta and Chironomidae since the project was initiated. Both groups contain species that are excellent indicators of environmental change but only if identified to the genus or species level. Consistency in identifications is essential since any change in species composition must be regarded as a response to environmental conditions and not to the person making the identifications. Mr. Winnell has a unique knowledge of the species. In 2009, the National Ocean Survey expanded its effort in Mussel Watch Program to characterize benthic macroinvertebrate communities in near shore areas of the Great Lakes. Over time, trends in communities will be evaluated relative to trends in legacy contaminants. Communities at the Mussel Watch sites are highly impacted by human activities and therefore dominated by pollution-tolerant forms within the taxonomic groups Oligochaeta and Chironomidae. To accurately assess trends in community structure relative to contaminants, organism within these two groups must be identified to the species level. This notice of intent is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the identification of the benthic macroinvertebrate communities in near shore areas of the Great Lakes may submit substantiating documentation in writing within ten days of this notice. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
