Description
The Air Force Research Laboratory (AFRL) requires a contractor to provide a crane and operator, rigger and rigging equipment to assist Air Force construction personnel in erecting three (3) self-supporting radar antenna towers and placing radar equipment atop towers. This service is required at Wright Patterson AFB OH. The anticipated period of performance is approximately 7 weeks commencing 23 JUL 2010. A detailed briefing will be provided during the site visit. Interested contractors are highly encouraged to attend. SITE VISIT is scheduled for TUE 29 JUN 2010 at Wright Patterson AFB OH. To obtain site access, contractors must complete the attached Site Visit Reservation form and return by email to the attention of Beth Rinderle (AFRL/RYOE) no later than 3 PM THU 24 JUN 2010. The contractor will assist Air Force personnel in rigging and raising each of the towers, and also in raising HVAC, floor decking, and walkways into place. Crane operators will be required to work closely with the respective on-site Air Force Team Chiefs. There will be different chiefs for each of the antenna removals. The heaviest tower component lift is estimated to be approximately 25,000 pounds with lift elevation about 100 feet above ground level. The heaviest radar equipment lift will be approximately 10,000 pounds with lift elevation 140' above ground level. INSURANCE AND SAFETY. To be considered for contract award, offerors must be able to demonstrate: (a) current liability insurance coverage in the amount of $5,000,000 for this type of work; (b) evidence of compliance with all pertinent safety requirements, including but not limited to inspection, testing, and training requirements in CFR 1910 Subpart N, ASME/ANSI, and those issued by the crane equipment manufacturer; and (c) current equipment operator certification for the individual(s) who will perform the work. The NAICS code is 238990 with an associated size standard of $14,000,000 average annual revenue. It is anticipated that this procurement will be a Total Small Business set-aside. Award will be a firm fixed price (FFP) contract resulting from a competitive negotiated Request for Quote (RFQ).
