- RFP Test Model Data Federal Energy Regulatory Commission (FERC) has a requirement to acquire the services to create a test model data set. FERC intends on awarding a Firm Fixed Price (FFP) contract for the serviced identified herein. This project is designed to create a test model data set which can be used to benchmark formulations, algorithms, and computational strategies for wholesale electricity market unit commitment and real time economic dispatch models. Specifically, this project will create and make available a realistic scale test model data set of regional transmission organization (RTO) and independent system operator (ISO) markets for use by researchers, engineers, and market developers to test improved algorithms and faster computational methods for unit commitment and economic dispatch that will ultimately lead to improved market efficiency.
