Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(ii) This solicitation, R10PS80552, is issued as part of a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular2005-42.(iv) This notice is 100% Small Business Set-Aside. The NAICS Code is 333298 Small Business Size Standard is 500 employees. (v) This combined synopsis/solicitation is for the following commercial supply 0001: Electric Forklift with stand-up operating configuration, Qty 1 each.(vi) Description of requirements for the item to be acquired are reflected below: Offerors shall be responsible for submitting all additional information on the product necessary for the Government to determine whether the product offered meets all specifications as listed in the solicitation. (vii) Date of delivery will be 9/15/2010, FOB Destination, to the Bureau of Reclamation-DO-Shipping/Receiving, 6th & Kipling, Denver Federal Center, Building 67, Entrance E-3, Room 165, Denver, CO 80225-0007. Price must include shipping and handling. (viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix) FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Government will award a fixed price contract based on the following factors. Technical (capability of the item offered to meet the agency need), price and past performance. Technical capability will be evaluated by how well the proposed products meet the Government requirement. Technical capability and past performance when combined is significantly more important than price. The Government's objective is to obtain the highest technical quality considered necessary to achieve the product specifications, with a realistic and reasonable price. The Government reserves the right to make an award to other than the lowest-priced schedule contractor if superior technical submission or the submission indicating a reduced performance risk, warrants paying a premium. (x) The offeror must have completed the Online Representations and Certifications Application (ORCA) which is the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are b(8), b(19), b(20), b(21), b(22), b(23), b(24),b(31)(ii) ALT 1, b(38). (xiii) The following warranty conditions are required: b)The furnished equipment shall be warranted for a period of 1-year from date of delivery to Reclamation. This warranty shall include the full cost of all parts and labor to restore the equipment to a fully operational state.c)During the period between 30 and 60 days of delivery, the contractor shall perform a follow-up service call to inspect and adjust the equipment as required and assist Reclamation operators with operating and maintenance questions.During the 1-year warranty period, the contractor shall provide telephone or on-site support for operation and maintenance of the equipment. (xiv) Defense Priorities and Allocations System (DPAS) ratings do not apply to this acquisition. (xv) Quotes are required to be received no later than 12:00 pm Mountain Daylight Time, Thursday, July 1, 2010, and must include the following: Company name, address phone numbers, DUNS number, Tax ID or Federal ID number, itemized quote. Offerors shall also submit the required technical capability information and past performance information. Quotes shall be delivered via email to tjdunn@usbr.gov.
