Description
The Centers for Disease Control and Prevention (CDC) seeks to extend its use of standard vocabulary in the Health Level Seven (HL7) Clinical Document Architecture (CDA) implementation specifications under development reporting beyond healthcare-associated infections (HAIs) data from healthcare facilities that use vendor infection control surveillance applications to CDC's National Healthcare Safety Network (NHSN). Phase IIII of the CDA for HAI reporting project, including the vocabulary standardization, provided a standards-based solution that enables healthcare facilities that use commercial infection control surveillance applications to report HAI data to NHSN without having to perform duplicate entry of NHSN events and procedures. In States that mandate use of NHSN by healthcare facilities in their jurisdiction, development and implementation of an additional option for those facilities to participate in NHSN strengthened CDC's collaborations with the States and the healthcare facilities in their jurisdictions. The time sensitivity of enabling the use of this option for reporting HAI data to NHSN placed a premium on identifying and retaining a healthcare vocabulary specialist who has prior technical familiarity with NHSN, healthcare vocabulary standards, and Public Health Information Network Vocabulary Access and Distribution System PHIN VADS requirements. Our current contract with Alschuler Associates covers Phase IV and provides for the maintenance needed to insure that all work products developed for HAI I - IIII are kept up-to-date with the programs evolving requirements for collecting HAI data using NHSN. However, the original dialysis form work is no longer needed. Instead, it needs to be replaced with the AUR RxNorm vocabulary tasks needed for the Pharmacy module. The change is due to our recent collaborations with The Center for Medicare/Medicaid Services (CMS). CDC and CMS are collaborating to collect dialyses data by leveraging an application implemented by CMS. It was recently determined that the RxNorm vocabulary work is needed for the Pharmacy module as a result of determining that the CDC does not have the required expertise. In addition, the contract needs to include more effort to support NHSN. It is anticipated that unforeseen issues requiring the contractor to modify the existing work products, such as, the Schematron Validitor program and the Implementation Guide and vocabulary entries, may arise. Based on the above, we believe that no other source, but Alschuler Associates in East Thetford, VT can realistically meet our needs. Therefore, a modification to existing contract No. 200-2010-33893 to add this work is contemplated. The period of performance for this work is July 1, 2010 to June, 30 2011.
