- This is a PRE-SOLICITATION NOTICE that the Government intends to award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a basic period of performance for 365 calendar days with one (1) one-year options using performance price trade-off. Task orders will be written against the basic year and the 1 additional option year. The contractor shall furnish all supervisions, personnel, equipment, tools, material, and transportation necessary to support paving requirements. The acquisition is for a broad range of repair, maintenance, and/or construction of Hot Mix Asphalt (HMA) or Portland Cement Concrete (PCC) for roads, parking lots, runways, taxiways and shoulders (including all associated site work and appurtenances such as curbs, gutters and sidewalks) at Lackland AFB, Lackland Training Annex, Kelly Field Annex, and Camp Bullis, TX. The above description of work is for the purpose of general information only and is not intended to include and describe every feature or item of work or to define the scope of work. The estimated magnitude of this project, to include the option year is between $5,000,000.00 and $10,000,000.00. The applicable NAICS for this acquisition is 237310 with a small business size standard of $33.5 million. For this procurement, it has been determined that competition will be limited to HUBZONE firms located within the geographical area serviced by the Small Business Administration (SBA), San Antonio District Office. Only those qualified HUBZONE firms located within the geographic boundaries of thee San Antonio Small Business Administration District Office are eligible to compete for this acquisition. All other firms are deemed ineligible to submit offers. The Davis-Bacon Act applies to this requirement. An electronic solicitation for this requirement is anticipated to be posted on the Federal Business Opportunities website (www.fbo.gov) on or about 6 July 2010. Any interested parties must be register with Central Contract Registration (CCR), must have a DUNS number, and a Tax ID number in order to be eligible for an award. CCR can be obtained by accessing www.ccr.gov or by calling 1-888-227-2423.
