Description
Construction Project No. 656-10-165, entitled 'Road Repair, Phase IX'. This solicitation is issued as an IFB (Invitation for Bid) construction project, which is 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) firms. All SDVOSB submitting an offer must be registered and will be verified by the Contracting Officer in the VetBiz Information pages located at http://www.vip.vetbiz.gov/. All bidders must also be registered on www.ccr.gov and https://orca.bpn.gov. The NAICS Code 237310, along with size standard $33.5 million applies. The procurement is entitled 'Road Repair, Phase IX' at the St. Cloud VA Medical Center, in St. Cloud Minnesota. Contractor shall furnish all labor, materials, tools and equipment required to completely and satisfactorily finish the aforesaid project. Bids submitted for this project shall include, but not be limited to, the following items: the construction to expand an existing parking lot located on the east side of the VA campus (southeast parking lot) to add approximately 100 additional parking spaces; the construction of a 'bone yard' on the northeast side of campus to include fencing, lighting, and pervious gravel pavement; the construction ofa new parking lot on the north side of campus (north parking lot), creating approximately 60 additional parking spaces; the implementation of pavement longevity measures throughout the campus (seal coat); and construction of stormwater treatment facilities. Work is to be completed in accordance with the contract drawings and specifications. There are two bid alternates. Potential offerors to note the OSHA training requirements as listed in the General Requirements section. Work cannot commence until VA receives proof of required OSHA training. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov ). Bidders are advised that they are responsible for obtaining all amendments. NO HARD COPY DOCUMENTS WILL BE AVAILABLE. All project information is available free of charge on the www.fbo.gov website. Contract completion time is 365 calendar days after receipt of Notice to Proceed. NO BIDDER'S MAILING LISTS ARE MAINTAINED WITH THE CONTRACTING OFFICER. The estimated dollar value for this procurement is between $500,000 and $1,000,000.00. All questions must be submitted in writing. The solicitation will be issued on/about May 3, 2010. A pre-bid meeting/walkthrough is scheduled for May 13, 2010 at 1:00PM CT, attendance is not mandatory, but is strongly encouraged. Sealed bid opening is 2:00PM CT (local time) on June 3, 2010. Electronic and faxed bids will NOT be accepted. This project requires the bidders/contractors to secure bonding. Award is subject to the availability of funds.
