Description
RECOVERY ACT, THIS PROCUREMENT IS A 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) FIRMS. Bid Response date is extended to June 29, 2010 NLT 2:00 PM EDT VISN 5 Network Contracting anticipates the award of a firm-fixed-price contract for a Construction of Project No. 512A5-10-309 Street Light Replacement at the VA Maryland Health Care System at the VA Medical Center, Perry Point, Maryland 21902. Contractor shall provide supervision, materials and labor for the replacement of street lights, light poles and associated electrical wiring system as indicated at the Perry Point VA Medical Center. All materials must be "Energy Star" rated. The project requires that the contractor demo and replace approximately 110 existing street light poles and fixtures. The COTR must agree to the amount of wiring that is recommended to be replaced. Ninety (90) new fixtures/lights will be LED Lights and twenty (20) will be Solar LED lights. All lights will be installed in accordance with the specifications and drawings. Installation of new light poles will be in accordance with drawings and specifications. Contractor will coordinate with VA's GEMS coordinator for disposal of all debris and construction related material associated with the project. The contractor is ultimately responsible for the disposal of all debris and construction related material associated with the project. All work will be performed in accordance with the specs and drawings to be provided. Any and all excess fixtures/lights and poles will be turned over to the project COTR and becomes the property of the Department of Veterans Affairs. Employee Identification and Security Clearance will be required for all contractor employees. Proper identification (valid citizen and non-citizen ID cards, valid passport or naturalization papers) to go through the required access for VA Medical Center. All work is to be completed within approximately 120 (4 months) calendar days after date of receipt of notice to proceed. This includes final inspection and clean-up. The applicable North American Industry Classification System Code for this procurement is 238210. To be considered a small business under this code the SBA size standard must not exceed $14.0 Million. The construction cost range for the project is between $500,000 and $1,000,000. The Invitation for Bid (IFB) solicitation will be issued on or about May 21, 2010. All information for this solicitation will be posted on FedBizOpps http://www.fedbizopps.gov. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. The solicitation will be issued pursuant to the authority of Public Law 109-461, 38 U.S.C. 8127 and 8128. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. Potential bidders MUST register at FedBizOpps www.fedbizopps.gov in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps website.
