- Description: This project is being solicited under the Air Force Regular Straddle Bid Authority A. Funds are not currently available for this project, and no award will be made until funds become available. This project will be funded with FY10 or FY11 funds. FAR clause 52.232-18, Availability of Funds will be incorporated into the solicitation. This synopsis is to establish a new contract for Repair of Electrical Distribution System, Phase I and II at Hurlburt Field, FL. This period of performance for this acquisition is 365 calendar days. The contract will be a single award, Firm-Fixed-Price contract. The work covered by this Repair of Electrical Distribution System, Phase I and II contract consists of, but is not limited to, upgrading the base-wide electrical distribution system to provide a comprehensive electrical design which consists of the development of an electrical grid that will allow the two (2) substations to be tied together so that either substation is capable of supplying power to Hurlburt Field, FL. Contractor shall furnish all labor, equipment, tools, materials, transportation, supervision, and other items necessary to perform work under the contract specifications and drawings and Statements of Work. Hurlburt Field is an Air Force installation that is located in the Florida Panhandle mid-way between Panama City and Pensacola, FL. This competitive acquisition is set-aside for small businesses in the Historically Underutilized Business Zone (HubZone) program. The North American Industry Classification System (NAICS) code for this project is 237130 with a size standard of $33,500,000.00. This requirement will be a "Performance Price Trade-Off"; award will be made based on the "Best Value" to the Government in accordance with FAR 15.101. The Government reserves the right to award a contract to other than the low proposed price. Estimated magnitude for this project is between $1,000,000 and $5,000,000. The work is required in support of the 1 st Special Operations Civil Engineer Squadron. The issuance date for this solicitation is projected to be on/about 30 June 2010. Prospective contractors must be registered in the Central Contractor Registration Database prior to award of a government contract. Offerors are further advised that failure to register in the DOD Central Registration Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number.
