- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION FAR 13.106-1(b), 41 U.S.C. 253 (c) (1) - ONLY ONE RESPONSIBLE SOURCE AND NO OTHER SUPPLIES OR SERVICES WILL SATISFY AGENCY REQUIREMENTS. CONTRACTOR: NA Publishing 541-10-3-062-0185 1. Agency and Contracting Activity Identification: Department of Veterans Affairs, VISN 10 Contracting Activity, Louis Stokes VA Medical Center, 10000 Brecksville Road, Brecksville, OH 44141, will enter into a contract that requires justification for other than full and open competition. 2. Nature of Acquisition Being Approved: This request is for renewal of 157 reels of specialty medical periodical titles on microfilm. These reels are requested by Brecksville Library Services and are available for use by medical center staff. Contracting will enter into a firm fixed price contract to purchase this item using Simplified Acquisition Procedures I/A/W FAR 13.106-1(b). 3. Description of Requirement: The estimated cost is $41,754.00. 4. Statutory Authority Permitting Other Than Full and Open Competition: The item is being procured under the authority of 41 U.S.C. 253 (c) (1). 5. The Nature of the Acquisition Requires Use of the Authority Cited: This request is for the renewal of existing subscriptions, and as these are professional journals, they are available only through this contractor. This contractor is a small business. It is the decision of this service to approve the renewal of these publications through this contractor. 6. A Description of Efforts Made to Ensure That Offers From as Many Potential Sources As Practicable and Whether a Notice Will Be Publicized: This procurement was not competed/synopsized due to "Contractor" having sole distribution capabilities for these periodicals in this format. 7. Anticipated Cost: The anticipated cost is deemed be fair and reasonable to the government based on the quoted estimate. Compared to last order for these periodicals 541-A90265 on 4/28/2009 for $41,523.90. 8. Results of Market Survey: N/A. 9. Any Other Facts Supporting the Use of Other Than Full and Open Competition: None. See Items 5 above. 10. Any Other Interested Sources? There are no other sources available to provide these specialty medical periodicals on microfilm. 11. A Statement of the Actions, if any, the Agency May Take To Remove or Overcome Any Barriers to Competition Before Any Subsequent Acquisition is required: Not Applicable - see item 5 12.
