- This is a notification that the Mission and Installation Contracting Command, Directorate of Contracting Fort Leavenworth, intends to award a sole-source, firm-fixed price contract under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements to Decisive Point, LLC. The source codes for the Elusive Victory and Decisive Action simulations are Proprietary and owned by Decisive Point, LLC. The associated North American Industrial Classification System (NAICS) code for this procurement is 541511, with a small business size standard of $25.0 M. The requirement is for a follow-on contract to provide continuation of the existing CAC LDE Simulations Enhancements to support the U.S. Army Command and General Staff College (CGSC). The Government requires the following: Modify the existing Decisive Action (DA) and Elusive Victory (EV) simulations, currently being used by CAC LD&E, and renew the current site license for both simulations. Both DA and EV support ILE's 0300 exercises and support various other schools belonging to CAC LD&E. These modifications will improve the overall functionality of these simulation programs and provide better low-overhead exercise drivers to be used in a classroom setting. The purpose is to modify the Elusive Victory (EV) and the Decisive Action (DA) simulations in order to provide a low-overhead exercise capability for both single and multi-student use at the Command and General Staff College. This work will provide the use of this functionality as an in-classroom exercise driver, as a self paced homework tool that is able to address both the kinetic and non-kinetic environments as well as stimulator for the battle command systems. This effort will provide a site license for all computer systems located at all Command and General Staff College campuses (resident and satellite). This includes system administration, providing conventional interface and reporting systems that mirror echelon specific instruction and integration within the colleges curriculum within the classroom. The resultant contract will be a firm fixed price contract with a twelve month base period and include FAR clause 52.217-8, Option to Extend Services. This notice is not a request for quotations. The contractor identified is the only known source for the subject requirement. Responses to this notification will be used to determine if bona fide competition exists. Any such responses must be in writing and include technical and pricing information. The Government will not pay for information submitted. All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government.
