- PIFSC-10-016/SF18/SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The office of NOAA National Marine Fisheries Service, Pacific Islands Fisheries Science Center located in Honolulu, HI has a requirement for assistance with outreach campaigns aimed to ensuring widespread use of relatively large circle hooks combined with other devices to manipulate and release sea turtles in longline fishing fleets in the Southwest Atlantic Ocean. Assistance is also needed to ensure safe handling of incidentally caught sea turtles to maximize chances of survival after their release to the sea. Conduct outreach workshops to promote use of circle hooks and safe handling of sea turtles among fishermen. Improve observer programs and monitoring of sea turtle bycatch in coastal and pelagic fisheries. Promote and communicate the NOAA guidelines for sea turtle safe handing and release to the fishing industry via workshops and trainings. Educate and train fisheries observer to collect data and manipulate/release sea turtles on board fishing vessels. This procurement is a Small Business Set-Aside. The North American Industry Classification System (NAICS) Code for this procurement is 541690, size standard $7.0 million. A firm fixed price contract will be issued with period of performance commencing approximately July, 2010 thru September 30, 2011. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication. This is a simplified acquisition estimated value not to exceed $100,000.00. The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
